ARDEN HILLS CITY COUNCIL WORK SESSION JANUARY 27, 20143 <br /> <br />Community Development Director Hutmacher <br /> reviewed the presentation made by Ms. Knuth <br />in further detail with the Council. <br /> <br />City Administrator Klaers <br />indicated that staff saw the energy plan as a separate item to be <br />considered by the City, County, and JDA outside of the TCAAP Master Plan. <br /> <br />Councilmember Holden <br /> questioned why the County was proposing to lead this matter. She <br />wanted to be sure the City remained a part of the energy plan. <br /> <br />City Administrator Klaers <br /> commented that a conversation was held with the JDA and the <br />financial responsibility would remain with the County. However, the City would have input on <br />the energy plan. <br /> <br />Councilmember Holmes <br /> asked if the energy plan would be completed within the rules and <br />regulations by Kimley-Horn. <br /> <br />Community Development Director Hutmacher <br /> explained that the proposed energy plan would <br />be more in-depth; providing technical analysis of how energy would be created, distributed, and <br />used on the TCAAP site. <br /> <br />Councilmember McClung <br /> did not have enough information on the topic to make a decision <br />regarding how the Council should proceed; however, he recommended that the Council take an <br />interest in this topic. <br /> <br />Mayor Grant <br /> stated that he heard the presentation as a JDA member and he believed that Ms. <br />Knuth was advocating for energy sustainability and resiliency when she spoke to the JDA. <br />Specifically, she was targeting the opportunities that were available on the site and for the City to <br />remain environmentally conscience. <br /> <br />City Administrator Klaers <br />explained that staff would be talking with the JDA again regarding <br />the energy plan and additional information would be provided to the Council on this topic. <br /> <br /> <br />B. Franchise Fees <br /> <br />City Administrator Klaers <br />provided the Council with information from Xcel Energy regarding <br />the proposed franchise fees. It was noted that staff was working to create a PowerPoint <br />th <br />presentation on franchise fees for the February 10 public hearing. He reviewed the cities in the <br />metro area that have franchise fees and stated that this information could be passed along to <br />residents at the upcoming public hearing. He requested feedback from the Council regarding what <br /> <br /> <br />Councilmember Holden <br /> recommended that the franchise fee information from other cities be <br /> <br />limited in <br /> <br />Mayor Grant <br />suggested that the franchise fee rates of other cities be omitted from the <br />presentation, but that it be noted that Xcel Energy has franchise fee contracts with a specified list <br />of cities. <br />
