PAUL-RAMSEY FINDINGS OF FACT <br />COUNTY PUBLIC HEALTH DEPARTMENT AND DECISION <br />FOR A CONDITIONAL USE PERMIT <br />FOR PROPERTY AT 1761 LAKE JOHANNA <br />BOULEVARD (PLANNING CASE 14-008) <br /> <br /> <br /> <br /> <br />On February 24, 2014, the Arden Hills City Council met to consider the application of St. Paul- <br />Ramsey County Public Health Department (Department) for a Conditional Use Permit to operate <br />a Source Separated Organics (SSO) collection site at 1761 Lake Johanna Boulevard. <br /> <br />The City Council considered the following information on the proposal: The application, detailed <br />project narrative and other materials submitted by the applicant, materials and reports provided <br />by City Staff, information from the Public Hearing and Planning Commission meeting of <br />February 5, 2014 including its report and recommendation; heard testimony from all interested <br />persons wishing to speak, and; based upon its knowledge of the subject property and the <br />community, now makes the following: <br /> <br />FF <br />INDINGS OF ACT <br /> <br /> <br />1. The property is located in the R-2 Single and Two Family Residential Zoning District and is <br />within Tony Schmidt Regional Park. <br /> <br />2. The Source Separated Organics (SSO) collection service is defined as <br />a public use (§ 1305.04) and is allowed as a conditional use under the Zoning Code (§ 1320.05). <br /> <br />3. Conditional Use Permit Applications are evaluated using the criteria listed in § 1355.04, <br /> <br />Subdivision. 3 of the Zoning Code, and requires the Planning Commission and City Council consider <br />the effect of the proposed use upon the health, safety, convenience and general welfare of the <br />owners and occupants of surrounding land, in particular, and the community as a whole, in <br />general, including but not limited to the following factors: existing and anticipated traffic and <br />parking conditions; noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br />waste, and other nuisance characteristics; drainage; population density; visual and land use <br />compatibility with uses and structures on surrounding land; adjoining land values; park <br />dedications where applicable, and the orderly development of the neighborhood and the city <br />within the general purpose and intent of this Zoning Code and the Comprehensive Plan for the <br />City. <br /> <br /> <br /> <br />
