4. The Planning Commission reviewed the application for the CUP, conducted a public hearing <br />on February 5, 2014, heard testimony and received written comments, and recommended approval of <br />the CUP. Subsequent comments were received by the City and made part of the record provided to <br />the City Council. <br /> <br />5.
