March 31, 2014 <br />Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br />Terry Maurer, Public Works Director <br />Consultant Bridge Contractbetween Arden Hills, New Brighton and Ramsey <br />County <br />Authorize an expenditure of up to $25,000 for consultant services for a joint contract with the <br />cities of Arden Hills and New Brighton, and Ramsey County, dealing with traffic and aesthetics <br />for three of the bridges to be reconstructed by MnDOT over 35W the next several years. <br />Over the next several years MnDOT plans to reconstruct five bridges which involve the City; <br />four over 35W and one over TH 51. Staff has been talking with the City of New Brighton and <br />Ramsey County about issues concerning three of these projects (Hwy 96, Lake Valentine Road <br />and County Road E-2 over 35W) such as traffic flow, adjacent intersections, future and current <br />pedestrian facilities and bridge aesthetics for the corridor. The three agencies believe it would be <br />valuable to hire a consultant to look at these issues on our behalf since these issues are generally <br /> The City of New Brighton has volunteered to lead such an <br />effort and enter into a consultant agreement for a scope of services that the three parties prepare. <br />Arden Hills would be asked to pay what is deemed to be our share estimated to be in the <br />$20,000-$25,000 range. The current Capital Improvement Plan contains $1,000,000 for <br />participation in thesevarious bridge projects which would be the funding source. <br />Although the focus of this work would be the three bridges between the cities of Arden Hills and <br />New Brighton, the information gathered would be valuable for the other two bridges at County <br />Road H over 35W and County Road E over TH 51, especially the aesthetic treatment issue for <br />the County Road E Bridge recently raised by the Council. <br />Staff would recommend that the Council authorize the expenditure of up $25,000 for this study. <br />Page of <br />
