DRAFT <br /> <br />2. <br />Purchases between $25,000 and $100,000, the contract may be made either upon <br />sealed bids or by direct negotiation, by obtaining two or more quotations for the <br />purchase or sale when possible, and without advertising for bids or otherwise <br />complying with the requirements of competitive bidding. All quotations obtained <br /> <br />shall be kept on file for a period of at least one year after receipt thereof. <br /> <br />3.Purchases under $25,000 may be made either upon quotation or in the open <br />market, in the discretion of the governing body. If the contract is made upon <br />quotation it shall be based, so far as practicable, on at least two quotations which <br />shall be kept on file for a period of at least one year after their receipt. <br /> <br /> <br />1.Purchases between $7,500 and $50,000. Purchases of goods and services must <br />be competitively bid. At least, two written bids must be obtained from the <br />vendors. <br /> <br /> <br />2.Purchases over $50,000 must be advertised as sealed bids. <br /> <br /> <br />3.Purchases at and over $2,500, but under $7,500. Obtain a minimum of two <br />verbal or faxed bids from vendors. <br /> <br />4.No bids required for purchases under $2,500 <br /> <br />It is not the policy of the City to accept the lowest bidding vendor. The acceptance of <br />the bid may be based on a number of factors, including: Cost, demonstrated working <br />experience in the specific area, past experience with the City, overall quality of work, <br />and in emergency situations. <br /> <br />Exception to this policy may be made in order to maintain continuity of services, City <br />staffs in- or systems, the uniqueness of the <br />services offered, and in emergency situations. Examples include, but not limited to: <br />Auditing Services, Financial Services, Engineering Services, Legal Services, <br />Maintenance Contracts, Building Maintenance, Architectural Services, and other similar <br />services. Exception can also be made if the project requires unique skills or if bids <br />cannot be obtained due to lack of interest from the vendors.
