March 31, 2014 <br />Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br />Jill Hutmacher, Community Development Director <br />TCAAP Update <br />The City and Ramsey County are working together on a Request for Proposals for an <br />infrastructure study that will consider roadways, utilities, surface water management, and <br />grading. Ramsey County will be the lead agency for the contract which will include analysis and <br />preliminary design for the Spine Road and other infrastructure. City utilities will be included in <br />the study, and the City will be asked to enter into a cost-sharing agreement for its portion of the <br />contract. Staff expects that the RFP will be released in early April, and a consultant will be <br />selected by mid-May. <br />Special and regular City Council work session meetings have been scheduled to discuss issues <br />related to the Master Plan and City infrastructure.
