JointDevelopmentAuthority <br />TCAAPRedevelopmentProject <br />TaxBaseRevitalizationAccount <br />TheMetropolitanCouncilawardsTBRAgrantsinthespringandfall.Itisexpectedthat$2.5millionwill <br />beavailableineachofthespringandfall2014fundingcycles.TheaverageTBRAawardisapproximately <br />$200,000,and25%ofavailablefundsarereservedforprojectsoutsideofMinneapolisandSt.Paul. <br />Eligibleexpensesincludesoilremediation,soilvaporremediation,andgroundandsurfacewater <br />cleanup.Projectsarejudgedontheirabilityto: <br />Increasethelocaltaxbase; <br />Addand/orpreservelivingwagejobs; <br />Provideaffordablehousing; <br />Supportpoliciesidentifiedinthe2030RegionalDevelopmentFramework;and <br />Bereadytoproceedwithredevelopmentbyhavingfinancing,landuseapprovals,and <br />anenduserinplace. <br />ThesedollarscouldbeutilizedtofurtherimprovesubgradeconditionsatCountyRoadHwherethereis <br />currentlyalargeinfiltrationgallerythatmaybecomeproblematicforinstallationofrelatedroadway <br />improvements.Becausethegrantdollarsmustresultindevelopmentwithinthreeyearsoftheaward, <br />wehavepushedthisapplicationoutuntilneartheendoftheremediationprojecttimeline. <br />LivableCommunitiesDemonstrationAccount <br />TheMetropolitanCouncilawardsLCDAgrantsonanannualbasistoprojectsthatmeetstatutory <br />requirementsto: <br />1.Interrelatedevelopmentorredevelopmentandtransit; <br />2.Interrelateaffordablehousingandemploymentgrowthareas; <br />3.Intensifylandusethatleasestomorecompactdevelopmentorredevelopment; <br />4.Involvedevelopmentorredevelopmentthatmixesincomesofresidents;and <br />5.Encouragepublicinfrastructureinvestmentswhichconnectcommunities,attractprivate <br />investment,andprovideprivatesectoremploymentopportunities. <br />In2014,$7.5millionisavailable.Upto60%offundsareavailabletoprojectsoutsideofMinneapolis <br />andSt.Paul.Theaveragegrantawardisapproximately$550,000.TheLCDAprogramofferssignificant <br />flexibilityintermsofhowgrantfundscanbeused.Eligibleexpensesinclude: <br />localpublicstreets(notcountyroads),includingnewstreets,streetrealignment,reconstruction <br />ofanexistingstreetgrid,streetextensionsorconnections,streetlightingandsigns,and <br />permanentpedestrianfeaturesincludingsidewalksandbenches; <br />publicuseorshareduseparkingstructures; <br />extensionsormodificationsoflocalpublicsewerandwaterlines,ortelecommunicationslines; <br />elementssuchaspublicsidewalksandtrailsthatenhancetheconnectivityoftheprojectto <br />transitandothersurroundingpublicspaces; <br />siteintegratedtransitshelters,bikeracks,andbridgesforvehicleorpedestrianuse; <br />stormwatermanagementimprovementsandinnovativestormwatertechniques; <br />constructionofplacemakingfunctionalelementsorimprovementsincludinglighting,seating, <br />sidewalks,paths,andequipment/furnishingsforparks,plazas,andotherpublicareas; <br />
