ARDEN HILLS CITY COUNCIL—FEBRUARY 24, 2014 11 <br /> Mayor Grant stated that the City does not have a Zoning District that allows for the proposed <br /> use. He understood the importance of Allina's ambulance services to the community and then <br /> reviewed the purpose of the B-2 Zoning District. He explained that he would have to agree with <br /> the Planning Commission that the proposed use does not fit with the B-2 Zoning District. He <br /> requested comment from the City Attorney on the difference between an Interim Use and a <br /> Conditional Use. <br /> City Attorney Jamnik explained that an Interim Use would have a three year time limit while a <br /> Conditional Use would be tied to the property. <br /> Mayor Grant recommended that Allina consider locating in the B-4 Zoning District. <br /> Councilmember Werner stated that he supported this location for the ambulance substation. <br /> Councilmember Holden commented that the City was struggling to make the B-2 Zoning <br /> District a better area that would draw in new businesses. She expressed concern with how 15 to <br /> 20 ambulance trips would impact this area. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to deny Planning Case 14-004 to adopt Ordinance 14-001, entitled <br /> "Amendment to Section 1305.04 and Section 1320.05 of the Zoning Code <br /> Regarding Ambulance Dispatch Facilities in the B-2 District", based on the <br /> findings of fact as presented in the February 24, 2014, report to the City <br /> Council. <br /> Councilmember McClung believed that it was in the best interest of Arden Hills' residents to <br /> have an ambulance substation in the City. <br /> Councilmember Holden discussed the numerous complaints that the City received when an <br /> ambulance was located at the fire station. She anticipated that the new substation would create <br /> additional complaints from the residents and business owners adjacent to 1209 County Road E. <br /> Mayor Grant appreciated the services provided by Allina and wanted them to be successful. He <br /> did not believe the B-2 District was the right location for an ambulance substation. <br /> Councilmember Holmes stated the guiding plan for the B-2 District shows an increase in high- <br /> density residential. This may be difficult with an ambulance substation located in the B-2 District. <br /> The motion carried (3-2) (McClung and Werner opposed). <br /> Mayor Grant directed the City Attorney to draft written findings based on the discussion of the <br /> City Council this evening. <br /> MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to <br /> extend the City Council meeting by 45 minutes.
