ARDEN HILLS CITY COUNCIL—FEBRUARY 24, 2014 10 <br /> Councilmember Holmes inquired if the ambulance substation would generate additional noise <br /> along the County Road E corridor. <br /> Mr. Czyson estimated that the substation would respond to 16 calls over a 24 hour period, which <br /> is the same amount of calls AHEMS currently responds to on a daily basis now using the County <br /> Road E corridor from Perkins. He explained that the County Road E location is less residential <br /> than the fire station location and he anticipates that there would be fewer noise complaints. <br /> Councilmember Holmes questioned the zoning of the main ambulance station on Dunlap Street. <br /> Associate Planner Bachler explained that this parcel was within the B-4 district and that the <br /> ambulance station was approved under an Interim Use Permit. He indicated that Interim Use <br /> Permits typically have a term of three years. It was his understanding that Allina operated at this <br /> location for more than three years under the Interim Use Permit. <br /> Councilmember Holden understood that the complaints at the fire station were in regard to odor <br /> due to the ambulance vehicle always running as well as the use of lights and sirens. She <br /> commented that she could clearly hear the ambulance from her home, with the windows and doors <br /> closed. She reported that the ambulance relocating to the Perkins parking lot has decreased the <br /> intensity of the noise. She expressed concern with how the ambulance would impact pedestrians <br /> and bicyclists along the County Road E corridor. <br /> Mr. Snoke reported that Allina responds to 80,000 calls on a yearly basis. He discussed the <br /> training drivers receive and the responsibility each driver has to maneuver safely throughout the <br /> community. <br /> Councilmember Holden asked if the number of calls from this substation would increase. <br /> Mr. Snoke commented that the population is aging and he anticipates that the number of calls <br /> will increase over time. However, the number of Code 3 calls is dropping, and this would reduce <br /> the number of calls that require lights and sirens. <br /> Councilmember McClung questioned if it would be a benefit to Arden Hills to have a substation <br /> in the community. <br /> Mr. Snoke believed this to be the case. He explained that Allina was committed to providing <br /> high quality, timely services to Arden Hills' residents and the substation would assist Allina in <br /> continuing to reach that goal. <br /> Councilmember McClung supported the substation. <br /> Councilmember Holden asked if response times increased when the Allina substation moved to <br /> Mounds View. <br /> Mr. Snoke commented that response times have not increased. <br />
