ARDEN HILLS CITY COUNCIL—FEBRUARY 24, 2014 19 <br /> Mayor Grant commented that he used this facility quite often for leaves and grass clippings. He <br /> believed that illegal dumping was taking place more than six times per year. He anticipated that <br /> visitors would not want to go home with their compostable bag of SSO if the site were closed. He <br /> then requested additional information from the County on the Solid Waste Master Plan. <br /> Mr. Schiferl explained that Ramsey County was working to improve the recycling of perishables. <br /> The Solid Waste Master Plan would require that all municipalities implement the collection of <br /> SSO by 2016. He indicated that this could be done through site or curbside collection. <br /> Mayor Grant clarified that this would be an unfunded mandate placed on municipalities <br /> requiring SSO pickup by 2016. <br /> Mr. Schiferl stated that this is the case. He reported that by allowing SSO at the compost sites, it <br /> would provide a bridge and would raise awareness of this program. <br /> Councilmember Holden asked if the SSO container would be removed from the site when full. <br /> Mr. Springman indicated the SSO container would be emptied twice a week and cleaned at the <br /> County's discretion. <br /> Councilmember Holden inquired about the hours of operation for SSO collection. <br /> Mr. Springman reviewed the hours of operation for the compost site. <br /> Mayor Grant supported recycling but questioned if this was the proper location for SSO <br /> collection. However, he did support yard waste at this location. <br /> Councilmember Holmes recommended that the City try the SSO collection on an interim basis. <br /> She indicated that this would allow the City to try the program for six months and allow for <br /> conditions to be put in place. <br /> Mayor Grant was not in favor of allowing the SSO program at this location. <br /> MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to deny <br /> Planning Case 14-008 for a Conditional Use Permit to allow St. Paul-Ramsey <br /> County Public Health Department to operate a yard waste and Source <br /> Separated Organics (SSO) collection area at the existing yard waste collection <br /> site located at 1761 Lake Johanna Boulevard, based on the findings of fact <br /> and submitted plans, as amended by the three (3) conditions in the February <br /> 24,2014, report to the City Council. <br /> Councilmember Holden expressed concern about the animals that would be attracted to the <br /> compost site if SSO collection were allowed. She had concerns with the amount of illegal <br /> dumping that was already taking place and how this may increase with the addition of organic <br /> matter collection. <br />
