ARDEN HILLS CITY COUNCIL—FEBRUARY 24, 2014 2 <br /> Mr. Holewa explained that he has been interested in serving on the PTRC, however, the nights <br /> they meet conflict with a prior commitment. He indicated that he supports parks and trail <br /> improvements; however, he does not support the franchise fees. <br /> Dave Fleming, 3770 Brighton Way North, stated that he has been a resident of Arden Hills for the <br /> past 41 years. He expressed concern with the slight deterioration and general disorderliness in the <br /> City's neighborhoods. He commented that this was reaffirmed when the City lost its library. He <br /> discussed a proposed Source Separated Organics (SSO) at the compost site and asked that the <br /> Council work to improve instead of degrade the neighborhoods in Arden Hills. <br /> Julie Gronquist, 1932 West County Road E, stated that she has lived in Arden Hills for the past <br /> 14 years. She expressed concern with the Ramsey County SSO proposal for the compost site <br /> across the street from her home. She believes the additional drop offs will increase the odors <br /> coming from the site and also attract animals. This could be unsafe for the residents using the <br /> trails near the compost site. She indicated that she voiced these concerns to the Planning <br /> Commission at their February meeting. She noted that another potential issue is the dumping of <br /> compost at the gates. She suggested that another site be considered for SSO. <br /> Loren Lemke, 1888 West County Road E, presented the Council with a letter and stated that he <br /> objected to the SSO being located at the compost site. He does not want to see additional <br /> dumping at this location and asked that Ramsey County seek an alternative site. <br /> 3. STAFF COMMENTS <br /> A. TCAAP Update <br /> Community Development Director Hutmacher stated that last week a group of City, County, <br /> Rice Creek Watershed District, and St. Paul Chamber of Commerce staff worked with 7th grade <br /> students at Chippewa Middle School to provide a practical, hands-on learning experience related <br /> to the TCAAP redevelopment. Staff engaged groups of students on natural resource planning, <br /> parks and recreation, roads, recycling, and building. This project is part of the "STEAM Learning <br /> Center at TCAAP" which is designed to support the school district's STEAM (science, <br /> technology, engineering, arts, and math) curriculum while also providing students with a unique <br /> look at vocational opportunities. <br /> Community Development Director Hutmacher explained that the "STEAM Learning Center at <br /> TCAAP" has been a project of the TCAAP Redevelopment Partnership (TRP). The TRP supports <br /> elements of the redevelopment project related to community engagement and building business <br /> and legislative support for the project. The student engagement exercise was featured in KARE <br /> I I's "Cool in School" feature on Thursday, February 20, 2014. <br /> Community Development Director Hutmacher reported that staff has met with Rice Creek <br /> Watershed District staff to discuss the scope of work for the surface water management study. The <br /> City and RCWD are discussing how to proceed with the study in a manner that will simplify the <br /> future permitting process. <br />
