The proposed ambulance dispatch facility land use is not consistent with the vision for the <br /> district as a pedestrian-friendly, "downtown" area with a mixture of retail, office, and <br /> residential uses. <br /> Associate Planner Bachler reported that the Planning Commission reviewed Planning Case 14- <br /> 004 on February 5, 2014 and, based on the findings of fact,recommended denial (3-2, Holewa and <br /> Jones opposed) of Planning Case 14-004 to adopt Ordinance 14-001, entitled "Amendment To <br /> Section 1305.04 And Section 1320.05 Of The Zoning Code Regarding Ambulance Dispatch <br /> Facilities in the B-2 District." <br /> Mayor Grant asked for questions or comments from the Council. <br /> Councilmember Holden questioned if the roadway accessing 1209 County Road E was unpaved. <br /> She inquired if the applicant was proposing to improve this street as it currently has several <br /> potholes. <br /> Mayor Grant indicated that the roadway was in poor condition at this time and explained that it <br /> was a private street. <br /> Associate Planner Bachler deferred the street improvement question to the property owner. <br /> Chris Septom, property owner of 1209 County Road E, discussed the improvements planned for <br /> the property. <br /> William Snoke, Director at Allina Health EMS (AHEMS), stated that he appreciated the <br /> Council's time and explained the services provided by AHEMS to the residents in and around <br /> Arden Hills. He reported that AHEMS has provided ambulance services to Arden Hills' residents <br /> for the past decade. He discussed the location of its various substations noting that Allina has a <br /> need for an additional substation. Allina had been using the fire department on New Brighton <br /> Road as a substation but, after receiving several complaints, relocated to the Perkins parking lot. <br /> After vacating the fire station, AHEMS began seeking a space to meet its needs. He stated that <br /> the property at 1209 County Road E met all of AHEMS criteria and it is centrally located and <br /> would allow for great response time. He discussed the B-2 zoning requirements in detail and <br /> requested that the Council approve the zoning code amendment and allow for the ambulance <br /> substation in the B-2 Zoning District as a conditional use. <br /> Councilmember Holmes questioned why a substation was needed in Arden Hills. <br /> Mr. Snoke reviewed the location of all of the AHEMS substations and stated that an Arden Hills <br /> substation would improve the coverage and response times for Allina. <br /> Jeff Czyson, Director Operations at Allina Health, discussed the previous Allina base located in <br /> Arden Hills, noting that these operations had shifted to the City of Mounds View. <br />
