tank has the capacity of 2,500 gallons and is approximately five and one half (5.5) feet in height, <br />fifteen (15) feet in length by three and one half (3.5) feet in diameter. <br />The applicant has indicated that they are in the process of installing an additional printing press <br />to expand the types of products they manufacture. With the new equipment coming online in the <br />near future there is a need for an additional outside storage tank. The proposed tank would be <br />used to store ink and solvent waste that is produced by the new flexographic printing process. <br />According to the applicant, the waste materials that are produced by their manufacturing process <br />are stored onsite and then collectedand transportedoff-site for recycling. <br />There are currently four(4)similar storage tanks and two (2) silos on the property that were <br />installedfollowing the approval of threeprevious PUD Amendments.The existingstoragetanks <br />are used for housing new and recycled solvent along with waste ink and solvent that is produced <br />during themanufacturing process. The two (2) silos are used for storing plastic resin pelletsthat <br />are used for the extrusion laminator.This request would add one (1) additional storagetank to <br />thesoutheastern side of the property.The proposed storage tank would be located adjacent to <br />the existing storage tanks and within the current screening fence. The storage tankwould be <br />placed horizontallybehind the existing tanks and approximately seven (7) feet from the external <br />wall of the building. <br />According to the applicant, the MPCA (Attachment F)requires that the tanks on the property be <br />doublewalled and placed within a containment areaon the exterior of the building. The <br />containment area in the event of an accident is requiredin order to hold the contents of the <br />largest storage tank. The applicant currently has a containment curbing system in place that has <br />the ability to hold one-hundred (100) percent of the contents of the largest tank on site. The <br />applicants have a valid license with Ramsey County for handling hazardous materials (waste ink <br />and solvent) that areproduced. Hazardous waste materials can be handled in the GB Zoning <br />District with the proper licenses from the Ramsey County Public Health Department. <br />The applicant has submitted anarrativeof theproject, a site planof the property,and the details <br />of the storage tank. (AttachmentC & D) <br />2.Previous Planning Cases <br />The property has been part offivepreviousplanning cases.
