Proposal:The proposed outdoor storage tank isnot expected to produce any noticeable odor or <br />noise outside of the building. If any types of objectionable emissions are produced, the applicant <br />would be requiredto reduceor eliminate the emission so that anuisance is not created for <br />adjacent properties. <br />5.Additional Review <br />The Building Official, Assistant City Engineer,and the Fire Marshal have reviewed the <br />application and have noted that the tank installation would need to comply with Building, Fire, <br />and Mechanical Codesand all County and MPCA regulations. (Attachment C –MPCA <br />Regulations) <br />Findings of Fact <br />The Planning Commission must make a finding as to whether or not the proposed application <br />and usewould adversely affect the surrounding neighborhood or the community as a whole <br />based on the aforementioned factors. Staff offers the following sixteen (16)findings of fact for <br />consideration: <br />General Findings: <br />1.That a PUD Amendment is required to add the additional storage tank to the property. <br />2.Hood Packaging Corporationis located at 1887 Gateway Boulevardand is a conforming <br />use withinthe Gateway Business Zoning District. <br />3.ThePUD process allows for flexibility within the City’s regulations through a negotiated <br />process with thedeveloperor land owner. <br />4.The applicant proposes to add one storage tankto the southeast side of the buildingwhere <br />there are currently four (4) similar tanks installed. <br />5.The tankwould be placed horizontally behind the screening fence approximately seven <br />(7) feet from the outside wall of the building. <br />6.The double walled constructed tank ismade from100% steel with a capacity of 2,500 <br />gallons and is approximately five and one half (5.5) feet in height, fifteen (15) feet in <br />length by three and one half (3.5) feet in diameter. <br />7.This proposalwill not impact lot coverage requirements, nor will it encroach on setbacks. <br />On the Conditional Use Plan Evaluation Criteria: <br />8.The proposalwill not impact traffic circulation or parking. <br />9.The proposal isnot expected to create noise, glare, odors, vibration, smoke, dust, air <br />pollution, heat, liquid or solid waste, orother nuisance characteristics.The tankis made <br />with double walled construction to contain the materialstored.Thecontainment area has <br />been constructed per the MPCA regulations. <br />10.The proposalwill not impact drainage on the site. <br />City of Arden Hills <br />Planning Commission Meeting for April 9, 2014 <br />P:\Planning\Planning Cases\2014\PC 14-012 -Hood Packaging -PUD Amendment\Memos_Reports_14-012 <br />Page 5of 7 <br />
