Proposed Project Team and Experience <br /> <br /> <br />A concise summary of qualifications for key project team members is presented <br />in the following paragraphs of this section. <br /> <br />Mr. Douglass will serve as Principal-in-Charge on this project and will be <br />responsible for ensuring that the project meets your timeline. He will also be <br />responsible for Quality Assurance and Quality Control by meeting with City <br />staff at key milestone phases of the work and reviewing documents prior to <br />submittal. <br /> <br />Mr. Douglass is the Manager of the Water Resources Group for Bolton & Menk, <br />Inc., joining the firm in 1983. Mr. Douglass specializes in hydrologic modeling <br />and storm water design and management services in both urban and agricultural <br />areas. His hydrologic expertise has been instrumental in comprehensive storm <br />water analyses as part of Storm Water Master Plans (SWMPs) for several <br />metropolitan area communities under Met Council Jurisdiction. Mr. Douglass <br />has also served as City Engineer for several communities in Minnesota and <br />Iowa. His effective communication with City Councils, service on a multitude <br />of committees, expert witness experience, and technical capabilities make him <br />an integral part of any project team. <br /> <br />Mr. Leichty will serve as the Project Manager on the project and has extensive <br />experience working on several Metropolitan Area MS4 permits and associated <br />SWPPPs. He also has extensive experience in writing ordinances for <br />communities, specifically related to stormwater management. It is anticipated <br />that Mr. Leichtys extensive municipal, water resources, and MS4 permitting <br />experience will be best utilized as a liaison to the Program Manager to ensure <br />effective QAQC, to brainstorm effective design solutions, and discuss project <br />alternatives. <br /> <br />Mr. Leichty began his engineering career in 1985 and is a Project Engineer with <br />experience in both the public and private sectors of municipal engineering. He <br />has a wide variety of experience in both municipal and water resources related <br />projects. Mr. Leichty has additional experience that includes technical review <br />of development plans and specifications to ensure they meet local government <br />
