recommendations. An additional meeting has been planned, as necessary, to go over revisions and
finalize written procedures.

SCHEDULE

To help you meet this schedule, we propose to begin work within 10 days of receiving your Notice to
Proceed. We recommend waiting before finalizing several of the MCM requirements to verify whether
the special committees assembled by the Minnesota Cities Stormwater Coalition (MCSC) will ultimately
develop specifically recommended wording for the required ordinance revisions. Bolton & Menk has
staff that has volunteered to serve on these committees and will be happy to share the committees
recommendations. By being patient, the City of Arden Hills may be able to take advantage of these cost
saving measures and use the MCSC recommendations. The MCSC plans on having these documents
reviewed by the MPCA in advance of being distributed.

This proposal is based on our intent to assist the City of Arden Hills to fulfill the commitments made in

its SWPPP reauthorization application before March 17, 2015.

FEES

Bolton & Menk, Inc. will provide the above outlined services in accordance with the following Table.

Task Description Hours Proposed Fee
I Existing Stormwater Ordinance Revisions 16 $2,040.00
II Develop Enforcement Response Procedures 8 $1,020.00
III Address Permit Changes for the MCMs

- MCM 1 4 $600.00
- MCM 3 10 $1,500.00
- MCM 4 20 $2,700.00
- MCM 5 15 $2,100.00
- MCM 6 16 $2,580.00
IV Coordination Meetings 18 $2,430.00
Total$14,970.00

Note: We have allowed for four hours of GIS mapping in MCM 6 to assist with the facilities inventory and source
water protection area map.

ADDITIONAL SERVICES

Bolton & Menk has abundant experience in conducting pond and outfall inventories for MS4s.
