ARDEN HILLS CITY COUNCIL WORK SESSION MARCH 31, 20143 <br /> <br />2) Does the City Council have concerns regarding the placement of the sidewalk connection <br />directly behind the curb? <br /> <br />3) Does the City Council have concerns regarding traffic and circulation? <br /> <br />Community Development Director Hutmacher <br /> stated that the applicant was present and would <br />like to know if this is something that could potentially move forward or if the proposed use would <br />not fit at the proposed site. <br /> <br />Councilmember Holmes <br /> asked if the applicant supported having one-way traffic through the site. <br /> <br />City Planner Streff <br /> noted that the applicant had agreed to this. <br /> <br />Councilmember Holmes <br /> questioned how a sidewalk could work on this property if the existing <br />parking were to remain in place. <br /> <br />City Planner Streff <br /> reviewed the sidewalk plans in further detail with the Council. <br /> <br />Councilmember Holden <br /> inquired if a Zoning Code Amendment was required for the use to <br />proceed or if an interim use or conditional use permit could be approved for the applicant. <br /> <br />City Planner Streff <br />explained that currently, the proposed use was not permitted through a <br />conditional use permit. If the City were to make a Zoning Code Amendment, manufacturing and <br />processing food for catering could be made a conditional use permit in the B-2 district. <br /> <br />Mayor Grant <br />requested further information about the food assembly that was being proposed for <br />this site. He stated that the food assembly area was becoming a primary use for the site. He asked <br />if the office space would be used for offices. <br /> <br />Community Development Director Hutmacher <br /> discussed the proposed food assembly in detail <br />with the Council, noting that the applicant was proposing to complete food assembly for <br />wholesale as well as retail. <br /> <br />City Planner Streff <br /> noted that the applicant did intend to use the office space for advertising, <br />marketing, and other typical office uses. <br /> <br />Councilmember Holden <br /> <br /> <br />City Planner Streff <br /> reviewed the applicants request noting that the kitchen size had increased <br />slightly, the banquet hall has been removed, and the applicant is now requesting a 10-seat café <br />with retail. <br /> <br />Community Development Director Hutmacher <br /> stated that the applicant is shifting her focus to <br />wholesale and catering for offsite events. This would require the Council to consider a narrowly <br />defined zoning amendment. <br /> <br />
