ARDEN HILLS CITY COUNCIL WORK SESSION MARCH 31, 20144 <br /> <br />Councilmember Holden <br />inquired how many semi-trucks would be making deliveries to this <br />property. <br /> <br />Ms. Behymer <br />, owner of Creative Catering and applicant, reported that a box truck would make <br />deliveries once daily at 2:00 a.m. Food deliveries would be made three times a week on Mondays, <br />Tuesdays, and Wednesdays between 6:00 and 8:00 a.m. She discussed the parking situation <br />onsite noting that she was unable to obtain parking easements from the surrounding properties. <br />She has negotiated parking contracts, which were deemed insufficient by the City Attorney. <br /> <br />Ms. Behymer <br /> discussed the sidewalk issue noting that she is open to the idea of having a <br />sidewalk run along the front of the property. She reviewed two extra parking options that she has <br />available to her with E Street Flats and Bethel University. <br /> <br />Public Works Director Maurer <br />stated that if the sidewalk were to be placed adjacent to the curb <br />it would mean that no trees could be planted or lights installed in this area. In addition, it would <br />be impossible to keep the sidewalk free and clear of snow during the winter months without <br />hauling away the snow. <br /> <br />City Administrator Klaers <br /> commented that the Council needed to determine if the proposed <br />land use fit into the long range plans for the B-2 District. <br /> <br />Councilmember Holden <br /> questioned if the proposed site would meet the capacity needs for the <br />applicant. <br /> <br />Ms. Behymer <br /> believed that her capacity needs would be met at the proposed site and that the box <br />truck pickup at 2:00 a.m. may increase in size if her business grows. <br /> <br />Councilmember Holden <br /> asked if the additional 18,000 square feet of space could be used as a <br />kitchen for food assembly in the future. <br /> <br />City Planner Streff <br /> indicated that the conditional use permit would allow for food production <br />however, conditions could be set in place to allow for a specific amount of square footage. <br /> <br />Ms. Behymer <br /> commented that she would not need any more square footage for wholesale sales. <br />She further discussed her goals for the site along with how the and go sales would be <br />managed. It was noted that the café area would have seating for only 10 patrons due to parking <br />reasons. <br /> <br />Councilmember Holden <br /> expressed concern with the how the semi-truck deliveries would affect <br />the adjacent properties. <br /> <br />Public Works Director Maurer <br />stated that semis made deliveries all over the metro area and had <br />to make tight maneuvers to complete these deliveries to food establishments. He anticipated that <br />this would not be a concern. <br /> <br />Mayor Grant <br /> indicated that it was unfortunate this site did not have more parking. <br /> <br />
