ARDEN HILLS SPECIAL TCAAP WORK SESSION APRIL 14, 20145 <br /> <br />Mr. Ruff <br /> stated that Ehlers is representing the Joint Development Authority (JDA). It is his <br />opinion that there is a partnership between the County and the City on these efforts and the <br />feasibility rests within the JDA. <br /> <br />Mr. Ruff <br /> explained that the City may have to fund a portion of the utilities without being <br />refunded until development occurred. He indicated that fees would have to be built into the <br />system in order to properly compensate the City for these expenses. He then discussed SAC and <br />WAC fees that have been used in other communities. <br /> <br />Councilmember Holmes <br /> asked if the City would have to bond for the utility improvements. <br /> <br />Mr. Ruff <br /> commented that the City could bond for a portion to assist with carrying the cost of the <br />improvements. <br /> <br />Mayor Grant <br /> indicated that the Council would have to further discuss this matter in order to <br />better understand the financial implications on the City. <br /> <br /> <br />C.Review of Public Comments <br /> <br />Community Development Director Hutmacher <br /> reviewed the comments received to date on the <br />TCAAP project. She asked if the Council had any comments for staff. <br /> <br />Councilmember Holmes <br /> stated that none of the comments stood out to her. She questioned if <br />staff saw anything that the Council should be addressing. <br /> <br />Mr. Smalkoski <br /> believed that the majority of the comments received were positive. He indicated <br />that the only adverse comment received was regarding a concern that the TCAAP site would have <br />too much park space. <br /> <br /> <br />D.Schedule of Meetings and City Approvals <br /> <br />Community Development Director Hutmacher <br /> stated that the Joint Powers Agreement <br />indicates that the City will complete the AUAR within 18 months and the Master Plan within 24 <br />months of the effective date of the JPA, December 17, 2012. In the JPA, the Master Plan is <br />defined to include regulations and policies. The proposed meeting and approval schedule allows <br />the City to move forward in a timely manner. City Council approval of the Master Plan land use <br />map will be requested on June 30, 2014, so that staff and consultants can begin working on the <br />regulations and policies which are expected to take the remainder of this year. <br /> <br />Community Development Director Hutmacher <br /> noted that the chart in the staff memo highlights <br />the dates at which City Council approvals (via a vote at a regular meeting) will be needed. The <br />master planning process will culminate with approval of zoning regulations, a future land use <br />map, and a comprehensive plan amendment which will provide the regulatory framework for <br />development. Council approvals of infrastructure components are also noted, although the dates of <br />those approvals may be adjusted once a consultant is hired. <br /> <br />
