ARDEN HILLS SPECIAL TCAAP WORK SESSION APRIL 14, 20144 <br /> <br />Councilmember Holden <br /> questioned how the additional traffic in and around TCAAP would <br />increase the decibel levels in the area. <br /> <br />Mr. Smalkoski <br />discussed the anticipated decibel levels for the intersections leading to and from <br />the TCAAP property. <br /> <br />Councilmember McClung <br />inquired how staff was able to establish a baseline. <br /> <br />Ms. Kunkel <br /> stated that existing data from the Highway 10 and County Road 96 study was used <br />for the decibel levels. This information was gathered prior to the completion of the road <br />construction project. <br /> <br />Councilmember Holden <br /> asked how the residential and commercial traffic counts were <br />determined. <br /> <br />Ms. Kunkel <br />discussed how the traffic counts were disbursed between residential, multi-family <br />residential and commercial areas for the TCAAP site. <br /> <br />Mayor Grant <br /> encouraged the Council to contact Kimley-Horn with additional questions. He <br />inquired about the next steps for the AUAR. <br /> <br />Ms. Kunkel <br />explained that the City Council will review the final AUAR and Mitigation Plan, <br />including responses to public comments, on June 30, 2014. Staff explained that final City Council <br />approval will be sought at the meeting on July 28, 2014. <br /> <br /> <br />A.Financial Modeling <br /> <br />Mark Ruff <br />, Ehlers & Associates, provided the Council with financial modeling information for <br />the construction of City utilities on the TCAAP site. The funding mechanisms that cities typically <br />use to fund utilities, storm water and sewer improvements, and charts showing specific funding <br />scenarios for several development projects were reviewed with the Council in detail. He <br />discussed how the utility project may be broken down between a fee based system or assessments. <br />Staff described how the City would then have to provide for maintenance fees for the utility <br />system. <br /> <br /> <br />Councilmember Holden <br /> asked the time period in which assessments would be paid back by the <br />developer. <br /> <br />Mr. Ruff <br />explained that this would be negotiated with the developer, but could be up to 10 years. <br /> <br />Further discussion ensued regarding the negotiation process that would need to occur between the <br />City and the County. <br /> <br />Public Works Director Maurer <br /> commented that Mark Ruff and Stacie Kvilvang at Ehlers had <br />the expertise to assist the City in this area. <br /> <br />Mayor Grant <br /> questioned if Ehlers was representing the City or the County on this project. <br />
