ARDEN HILLS SPECIAL TCAAP WORK SESSION APRIL 14, 20147

July 21, 2014, Special Work Session at 5:30 pm, Community Room

Discussion topics to be determined (infrastructure, regulations and policies, etc.)

July 28, 2014, Regular Meeting at 7:00 pm, Council Chambers

Approve Final AUAR and Mitigation Plan

Staff indicated that the meeting schedule will be revised and presented to the City Council on a
periodic basis over the next several months.

Mayor Grant
adjourned the special TCAAP work session at 6:56 p.m. to the regular City
Council meeting.

Mayor Grant
reconvened the special TCAAP work session at 7:32 p.m.

E.Council Needs

Councilmember Holden
requested that staff provide the Council with additional information on
the SAC and WAC fees, along with Master Plan and AUAR expenses. She stated that this
information would assist the City in determining how the site will develop and how the project
will be funded.

Director of Finance and Administrative Services Iverson
indicated that staff could provide the
Council with a projection on the sources and uses for TCAAP. She reported that staff did not
have information on the infrastructure work at this time, but that it would be provided to the
Council after the study has been completed.

Councilmember Holden
stated that regular meetings are taking place between City and County
staff and asked that City staff call the Council to provide information as needed. This would keep
the Council apprised on what is happening with TCAAP.

Mayor Grant
agreed that this should be completed by staff.

Councilmember McClung
suggested that the information be summarized in an email to reduce
the staff time needed to call each Councilmember.

Councilmember Holden
recommended that staff call each of the Councilmembers as emails are
public documents and she wanted to be able to speak freely with staff and provide feedback.

Community Development Director Hutmacher
indicated that she would speak with City
Administrator Klaers regarding this matter in order to find the best method to disseminate the
information to the Council. She reported that some of the information presented at the meetings is
not meant to be passed along directly to the Council until it can be presented to the County Board.

Councilmember Holmes
encouraged staff to use their discretion and pass along the proper
information to the Council while keeping other items confidential, when necessary.
