ARDEN HILLS SPECIAL TCAAP WORK SESSION APRIL 14, 20148 <br /> <br />Councilmember Holden <br /> wanted to see an improvement in the communication level between the <br />County and the Council. <br /> <br />Director of Finance and Administrative Services Iverson <br /> recommended that Ms. Hutmacher <br />and Mr. Klaers discuss the request and report back to the Council at a future meeting. <br /> <br />Mayor Grant <br /> asked that the financials of this project be explained further. He believed that more <br />detail is needed in order for the Council to gain a better understanding. He wanted the Council to <br />be out in front of this project and not be caught off guard. <br /> <br />Director of Finance and Administrative Services Iverson <br /> stated that she could put minimum <br />and maximum numbers in a financial model based on the development scenarios. This would <br />provide the Council with an estimate of the numbers. She also clarified that she needed time to <br />work on this and would not have the numbers for a month or so. <br /> <br />Mayor Grant <br />wanted the Council to be knowledgeable throughout the entire planning and <br />development process. <br /> <br />Community Development Director Hutmacher <br />reviewed the upcoming Council meeting <br />schedule noting several meeting topics would address finances specifically. <br /> <br />Councilmember Holmes <br /> recommended that the Council also review the JPA in order to better <br />understand what the City is responsible for and what the County is responsible for. <br /> <br />Further discussion ensued regarding the infrastructure improvements needed on TCAAP and how <br />negotiations would have to be completed between the City and the County. <br /> <br />Community Development Director Hutmacher <br /> indicated that the JPA states that the City will <br />not install the utilities under the spine road until there is a developer. The County cannot require <br />that the City complete this work unless they or another party is willing to assume responsibility <br />for the costs. She indicated that the City would only bond for these expenses if an agreement with <br />the County is in place. <br /> <br />Councilmember Holden <br /> asked when policies or design standards for TCAAP will be developed. <br /> <br />Community Development Director Hutmacher <br /> believed that this would take place after the <br />Master Plan land use map was approved. She stated that according to the approval timeline, the <br />design and policy work would be completed by consultants after approval of the Master Plan land <br />th <br />use map on June 30. She noted that a future land use map would have to be approved and would <br />become a regulatory document observed by the Met Council. She further reviewed the potential <br />timeline along with how the policies that would be prioritized. <br /> <br />Councilmember McClung <br /> suggested that a draft policy document be started with ideas from the <br />Council. <br /> <br />Community Development Director Hutmacher <br /> stated that staff would create a draft document <br />and would forward it to the Council. <br />
