One makeup air unit sized to serve the new square footage will be installed on the roof of
Building 10. This unit will be smaller in size than other existing roof equipmentand will
therefore not contribute to maximum noise levels. The nearest property line from the addition is
approximately 260 feet away, with the closestneighbor being the Xcel Energy substation. The
closest residential property is the Arden Village multi-family development on County Road F
and is approximately 900 feet away.
The Zoning Code does not include specific regulations regarding acceptable levels of noise.
However, all properties in the City must meet the noise rules established by the State of
Minnesota. The State sets noise limits by establishing “noise area classifications” based on the
land use at the location of the person that hears the noise. The Minnesota Pollution Control
Agency has been given statutory authority to enforce the state noise rules.
10.Additional Review
The City Engineer and Building Official have reviewed the application and do not have any
additional comments.
Findings of Fact
The Planning Commission must make a finding as to whether or not the proposed PUD
Amendment and Site Plan Review at 4100 Hamline Avenue Northwould adversely affect the
surrounding neighborhood or the community as a whole based on the aforementioned factors.
Staff offers the following eight (8) findingsof factfor consideration:
1.A Master PUD was approved for 4100 Hamline Avenue Northin Planning Case #02-025.
2.The proposed 730square foot addition to Building 10was not included in the approved
Master Planand an amendment to the PUD is therefore required.
3.The Master PUD requires that a Site Plan Reviewbe applied forprior to the construction
of any building or addition.
4.The property is located in the I-1: Limited Industrial District.
5.The proposalis inconformance with the zoningand design standardrequirements forthe
I-1: Limited Industrial District.
6.The applicant has provided a Parking Calculation Plan that shows adequate “Proof of
Parking” spaces in theevent that additional parking is needed.
7.The proposal is not expected to exceed noise limits set by the Minnesota Pollution
Control Agency.
8.The proposalwill not adversely impact the surrounding neighborhood or the City as a
whole.
City of Arden Hills
Planning Commission Meeting for May 7, 2014
P:\Planning\Planning Cases\2014\PC 14-015 -Boston Scientific -PUD Amendment -Building Addition\Memos and
Reports_14-015
Page 7of 9
