<br /> <br /> <br /> <br /> <br />Approved: <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />SPECIAL TCAAP WORK SESSION <br />APRIL 14, 2014 <br />5:30 P.M. - ARDEN HILLS CITY COUNCIL HALL <br /> <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br /> <br />Pursuant to due call and notice thereof, Mayor Grant called to order the special TCAAP <br />work session at 5:30 p.m. <br /> <br />Present: <br /> Mayor David Grant; Councilmembers Brenda Holden, Fran Holmes, Dave <br />McClung (arrived at 5:40 p.m.), and Ed Werner <br /> <br />Absent: <br /> None <br /> <br />Also present <br /> : Director of Finance and Administrative Services Sue Iverson; Public Works <br />Director Terry Maurer; Community Development Director Jill Hutmacher; Associate <br />Planner Matthew Bachler; City Planner Ryan Streff; and City Clerk Amy Dietl <br /> <br />APPROVAL OF AGENDA <br /> <br />The Council accepted the agenda switching the order of Items 2A and 2B, and adding Item 2E <br />Council Needs. <br /> <br />1. AGENDA ITEMS <br /> <br /> <br />B.Review AUAR Environment Report <br /> <br />Beth Kunkel <br />, Kimley-Horn, stated that she has prepared a draft AUAR and Mitigation Plan for <br />the Council to review. The purpose <br />Responsible Government Unit (RGU), and the proposed review and approval schedule was <br />discussed in detail with the Council. <br /> <br />Councilmember Holden <br />asked how staff determined the minimums and maximums for retail and <br />non-retail spaces. <br /> <br />Ms. Kunkel <br /> reported that input from the Master Planning team was used to create the minimum <br />and maximum scenarios. It was noted that retail generates more trips than non-retail commercial <br />spaces. <br /> <br />
