ARDEN HILLS SPECIAL TCAAP WORK SESSION APRIL 14, 20142 <br /> <br />Mayor Grant <br />requested further information on storm water mitigation. <br /> <br />Ms. Kunkel <br /> described how the water would be divided on the site noting which portion would <br />flow to Rice Creek. She noted that the water resources portion of the RFP would provide the City <br />with more information on this topic. <br /> <br />Public Works Director Maurer <br />further discussed how storm water would be managed on <br />TCAAP. <br /> <br />Mayor Grant <br /> asked if any of the existing 70-year-old piping would be used. <br /> <br />Public Works Director Maurer <br />stated that he was not sure the age of the pipes or how they <br />would be used on the site. He discussed the pond at Highway 10 and County Road 96. <br /> <br />Councilmember Holden <br />questioned if the City would be responsible for purchasing credits for <br />the wetlands. <br /> <br />Public Works Director Maurer <br /> stated that he believed that the property owner and/or future <br />developers would be responsible for purchasing credits if any wetlands were going to be mitigated <br />off of the TCAAP site. <br /> <br />Ms. Kunkel <br />discussed the permitting process that the County or future developers would have to <br />follow on the site. She explained that this process could be more clearly defined in the final <br />AUAR or Mitigation Plan. <br /> <br />Councilmember Holmes <br /> inquired if a lift station in Mounds View would be used for TCAAP. <br /> <br />Public Works Director Maurer <br />stated that a portion of the TCAAP property was being serviced <br />by a Metropolitan Waste Control Commission lift station located in Mounds View. He believed <br />that this lift station would continue operating, but the agreement the Army had with Mounds View <br />to convey sewage to the lift station would need to be reestablished to remove the Army. <br /> <br />Councilmember Holden <br /> asked how the City would meet the water runoff standards, as the City <br />was not to exceed existing conditions after impervious surfaces and buildings are developed. <br /> <br />Public Works Director Maurer <br /> commented that Rice Creek will look at the redevelopment <br />conditions in comparison to some phase when TCAAP is operational. The amount of water <br />runoff will be evaluated after the site is fully developed and roughly 80% of the peak flow will <br />leave the site. He discussed ways that the City could reduce or minimize this flow. <br /> <br />Councilmember Holmes <br /> requested further information on the vapor issues. <br /> <br />Ms. Kunkel <br /> stated that the vapor issue was not specifically addressed. <br /> <br />Brian Smalkoski, , <br />Kimley-Horn reported that the ground would be cleaned to residential <br />standards. He stated that this topic will be covered under the contamination section. If any <br />subterranean construction were to take place, there would be a potential for vapors to enter <br />
