ARDEN HILLS CITY COUNCIL—MAY 12, 2014 5 <br /> A. TCAAP Development Discussion Opportunity for Residents <br /> Mayor Grant stated that under this public hearing section, citizens have an opportunity to discuss <br /> ideas regarding the TCAAP development. <br /> Mayor Grant opened the public hearing at 7:29 p.m. <br /> Gregg Larson, 3377 North Snelling Avenue, indicated that the TCAAP consultants have <br /> proposed a roundabout at County Road H as a good solution for a very key intersection with <br /> limited space. It is his opinion that the roundabout is a good option for this intersection even if <br /> the Council and Planning Commission have concerns. He discussed the positive benefits and <br /> safety impacts that roundabouts have on traffic. He believed that Arden Hills' drivers will <br /> become accustomed to the roundabout. <br /> Steve Scott, 4286 Norma Avenue, provided the Council with a handout. He explained that he <br /> appeared before the Council a year ago regarding model aviation. He discussed model aviation in <br /> further detail with the Council noting the requirements and space that would be needed to conduct <br /> this activity. He reported that there are 35 model aviation clubs in the Twin Cities. He reviewed <br /> the popularity of this program noting that interest in aviation encourages children to pursue <br /> engineering. He invited the Council to participate in Aviation Days at the Blaine Airport on May <br /> 31 st and June 1 st <br /> Councilmember Holden questioned how much space is needed for a noise buffer. <br /> Mr. Scott suggested that a 300 foot area be provided for model aviation to properly buffer the <br /> area from adjacent properties. <br /> Mayor Grant thanked Mr. Scott for the information regarding model aviation. <br /> Mayor Grant closed the public hearing at 7:40 p.m. <br /> B. Round Lake Road Assessment Hearing <br /> Mayor Grant opened the public hearing at 7:41 p.m. <br /> Assistant City Engineer Anderson stated that on January 27, 2014, the City Council adopted <br /> Resolution No. 2014-011 Approving the Plans and Specifications and Ordering the Advertisement <br /> for Bids. Bids were solicited during March/April and opened on Thursday, April 17,2014. <br /> Assistant City Engineer Anderson indicated that a portion of the costs for the Round Lake Road <br /> Area project are proposed to be assessed against the benefitting properties according to the City's <br /> Assessment Policy. In order to assess these costs, the City must follow the process outlined in <br /> State Statute 429. On April 28, 2014, after the bids were opened, the City Council adopted <br /> Resolution 2014-023 Declaring the Amount of the Cost to be Assessed and set today as the date <br /> for the assessment hearing. A public hearing prior to adopting the assessments is a requirement of <br /> State Statute 429. <br />
