ARDEN HILLS CITY COUNCIL—MAY 12, 2014 7 <br /> Assistant City Engineer Anderson noted that bids were opened on Thursday, April 17, 2014. <br /> There were a total of eight bids received. The bids ranged from $1,766,605.41 to $2,073,963.39. <br /> The following provides the bidder's name and their total bid: <br /> Meyer Contracting, Inc. $1,766,605.41 <br /> Valley Paving, Inc. 1,826,883.05 <br /> Northwest Asphalt 1,881,398.19 <br /> Forest Lake Contracting, Inc. 1,882,203.00 <br /> North Valley Inc. 1,929,408.71 <br /> Carl Bolander& Sons, Co. 1,931,081.20 <br /> T.A. Schifsky and Sons, Inc. 2,045,093.60 <br /> ASTECH, Corp. 2,073,963.39 <br /> Assistant City Engineer Anderson reported that the lowest bid was submitted by Meyer <br /> Contracting, Inc., who has not worked for Arden Hills in the past; however, they were a <br /> subcontractor on the I-694 project and did work on some of the City utilities with that project. <br /> Elfering and Associates has contacted references relative to Meyer Contracting, Inc. and their <br /> performance on other similar projects find these references to be good. A letter from Elfering and <br /> Associates summarizing the findings from their reference checks was included in the agenda <br /> packet. <br /> Assistant City Engineer Anderson explained that the Council should hold the Assessment <br /> Hearing first. Staff is prepared to make a presentation summarizing the project and the assessment <br /> process. After the Assessment Hearing is closed, Council should consider adopting Resolution <br /> 2014-027 Adopting the Assessment Roll for the Round Lake Road Area Improvement with any <br /> changes that they deem appropriate. Following that, Council should consider adopting Resolution <br /> 2014-028 Awarding the Contract for the Round Lake Road Area Improvement to Meyer <br /> Contracting, Inc., in the amount of$1,766,605.41. <br /> Assistant City Engineer Anderson indicated that any objections to the proposed assessments <br /> would have to be provided to the City Council this evening. <br /> Mayor Grant requested comments from the public. <br /> Michael Vaughan, Vice President of Arden Towers at 1777 Gateway Boulevard, explained that <br /> he presented the City with a letter objecting to his assessment. He thanked the Council for their <br /> thoughtful consideration of his objection and requested that his assessment amount be reduced. <br /> He looked forward to working with the Council and staff to resolve this matter. <br /> Councilmember Holden asked what size building could be built on this lot. <br /> Mr. Vaughan reported that the lot is eight acres but that it has poor access and topography issues <br /> that would require a great deal of grading. These issues reduce the viability of developing this <br /> site. <br /> Councilmember McClung questioned if Mr. Vaughan was aware of the value of his property. <br />
