ARDEN HILLS CITY COUNCIL—MAY 12, 2014 8
Mr. Vaughan commented that he did not have a clear estimate. He explained that the new road
would not add value to the tower on the property.
Councilmember McClung reported that the County had this property value estimated at
$575,000 with the land value being $478,000.
Mayor Grant closed the public hearing at 7:59 p.m.
Mayor Grant noted for the record that another appeal had been delivered to the City by Adrian
Limited Partnership for the parcel adjoining the tower at 1787 Gateway Boulevard.
Councilmember Holden questioned what concerns Adrian Limited Partnership had with their
assessment.
Assistant City Engineer Anderson indicated that the property owner was questioning the street
frontage measurement completed by the City. The property owner believed that the measurement
was incorrect as it should be based on street frontage and not right-of-way frontage.
MOTION: Councilmember McClung moved and Councilmember Holmes seconded a
motion to adopt Resolution 92014-027 — Adopting Assessment Roll for the
Round Lake Road Area Improvement.
Councilmember Holden requested further information on the assessment appeal process.
Public Works Director Maurer discussed the assessment objection and appeal process in detail
with the Council.
Councilmember Holden asked if those in attendance at the neighborhood meetings supported the
proposed project.
Public Works Director Maurer stated that the surrounding properties were not happy to be
paying the assessment, but were thrilled that the road would be improved.
The motion carried (5-0).
MOTION: Councilmember Holmes moved and Councilmember McClung seconded a
motion to adopt Resolution #2014-028 — Awarding the Round Lake Road
Area Improvement to Meyer Contracting, Inc., in the amount of
$1,766,605.41.
Mayor Grant questioned what experience the City had with Meyer Contracting.
Public Works Director Maurer explained that the City had no direct experience but Meyer
Contracting was a subcontractor on the project completed by Shafer.
Councilmember Werner was pleased that the City received eight bids for this project.
