Involvement by Other Agencies, if applicable <br />Metropolitan Council Environmental Services <br />The site will require compliance with Rice Creek Watershed District rules for water quality, volume control, <br />runoff control and erosion control. <br />All water pumped during construction dewatering activities will be discharged in compliance with the City <br />and Minnesota Department of Natural Resources (DNR) requirements, and the National Pollutant Discharge <br />Elimination System (NPDES) permit and site RAP. <br />12.C/HM/SW <br />ONTAMINATIONAZARDOUSATERIALSOLIDASTES <br />The potential to encounter contaminants is the same under both Development Scenarios. <br />Potential Impacts <br />The soil on site is currently being remediated to residential standards. <br />Radon abatement is required for all new residential structures, which also satisfies any Volatile Organic <br />Compound (VOC) residual vapor concerns. <br />Vapor retarders are required for all new commercial buildings. <br />Construction of the future development would generate construction-related waste materials such as wood, <br />packaging, excess materials, and other wastes. <br />The range of municipal solid waste generated per year based upon the Zoning and Maximum Development <br />Scenarios is 27,300 to 31,900 tons, respectively. <br />Mitigation Strategies <br />Handling of site contaminants is addressed in the overall RAP approved for the site and/or within the 4 <br />subarea RAPs addressing key hot spot remediation. <br />In areas of previous VOC contamination, testing or abatement measures for VOC vapors may be required <br />by the City to avoid potential impacts of VOC vapors in new building spaces. <br />Construction materials would be either recycled or disposed in the proper facilities. <br />Solid waste recycling will be required by city code for residential users and may be added to city code in the <br />future for commercial users. <br />How Mitigation will be Applied and Assured <br />Mitigation will be regulated through the JDA review process.
