2. Pave an informal foot path, widening it to a 10 foot wide bituminous trail connecting Venus <br /> Avenue to County Road E2 (Attachment A: project map, Attachment B: photo 8). <br /> Approximate length of proposed trail—793 LF. <br /> 3. Add seven new crosswalks: Four on County Road E2, Chatham Avenue, school parking <br /> entrance, back parking entrance. (All crosswalk locations shown on Attachment A - project <br /> map). The painting of the crosswalks will be provided from Ramsey County Public Works as <br /> an in kind donation of approximately$1,800. <br /> 4. Add a crosswalk signal light on County Road E2 where the connection from Venus Avenue <br /> crosses over to the south side of the road (identified on Attachment A: project map as <br /> controlled crosswalk & Attachment B - photos 8,9). This will be provided from Ramsey <br /> County Parks and Recreation as an in-kind donation of approximately$15,000. <br /> 5. Add two Speed Monitor Systems to the existing speed limit signs on County Road E2 (see <br /> Attachment B—Photo 11,12). <br /> 6. Extend the existing concrete sidewalk that leads from the school entrance to meet the new <br /> trail along County Road E2(see Attachment B-Photo 10). Approximate length of extension— <br /> 55 LF. <br /> Please note that utilities do exist in the right of way along County Road E2. The utility company will relocate <br /> these at their own expense. Also,up to nine fire hydrants may need to be relocated along County Road E2. If <br /> this needs to be done, it would be done as an in-kind donation from the City of Arden Hills, estimated at <br /> approximately$4,000 per hydrant(if all nine need to be relocated,it would cost approximately$36,000). <br /> The proposed trail connections will promote alternative transportation choices <br /> and encourage walking and biking. The trails will increase safety for pedestrians <br /> and bikers and create ADA compliant connections, where none exist today. The <br /> new trails will provide the northern neighborhoods (Attachment A: project map) <br /> safe bike/pedestrian trail connections to the elementary school, County Library, <br /> County and municipal parks. The proposed 10 foot wide bituminous trail from <br /> this neighborhood (Venus Ave. to County Road E2) will provide a safe route to <br /> school for approximately 325 households. This footpath does not allow for year <br /> round walking or biking to school. A crosswalk and crossing light will be added <br /> at the trail head that connects to the proposed 10 foot wide bituminous trail on <br /> the south side of County Road E2 (Attachment B: photos 7,8,9), leading to the <br /> school. As part of the current school program, a crossing guard will be at this <br /> crossing every school morning and afternoon. As part of the project, it is <br /> proposed to add two speed monitoring systems to two speed signs within the <br /> school zone. This will help significantly with traffic calming. In addition, this <br /> crossing directly links this neighborhood to Tony Schmidt Regional Park <br /> (playgrounds, swimming beach, picnic pavilions). Future trail connections are <br /> proposed to lead to Mounds View High School (Attachment E) and Perry Park, <br /> which hosts a variety of baseball/softball programs. (Attachment D: Strategies -#2 <br /> under trails). The southern neighborhoods (Attachment A: project map), which <br /> consist of 155 households, will now have a safe route to Valentine Hills <br /> Elementary, the Ramsey County Library, and Tony Schmidt Regional Park. <br /> The Arden Hills Library is located north of the County Road E2 and New <br /> Brighton Road intersection. The proposed trail on the south side of County <br /> Road E2 will directly link Valentine Hills Elementary and neighbors from the <br /> south, north, and east to the library. The project will add a crosswalk to this trail <br /> crossing. In the 2002 Open Space Plan, New Brighton Road is listed as a future <br /> trail location (Attachment C). This would be another key link to the overall trail <br /> network in the City of Arden Hills. The Ramsey County Arden Hills Library has <br /> had a task force for over two years and recently asked the city to consider <br /> adding a trail from the elementary school. A letter of support from this group is <br /> included (Attachment H). The teachers at Valentine Hills would be able to <br /> schedule field trips to the Arden Hills Library. As it currently stands, this is not a <br /> Minnesota Safe Routes to School 14 <br /> 2008 Grant Application Instructions <br />
