Resolution 07-69: Safe Routes to School <br /> Page 2 <br /> FINANCIAL IMPLICATIONS <br /> If the City is awarded this grant, the funds for this project would need to be secured before June <br /> 2009, which is the end of the 2008 fiscal year for the State. Therefore, City Staff is proposing <br /> that the engineering expenses that are not eligible for reimbursement from the grant be budgeted <br /> for in 2008 and project construction costs in 2009. Therefore, the City will need to budget from <br /> the Special Revenue Park Fund for engineering expenses in 2008 of$31,552.11 and the project <br /> construction expenses of $175,000 (including the $16,189.42 of reimbursable engineering <br /> expenses) in 2009. The revenue of $175,000 will also be budgeted for in 2009. If the grant <br /> application is unsuccessful, the trail segments would be put on hold. <br /> In order to complete the trail on the south side of County Road E2, nine fire hydrants may need <br /> to be relocated. If this is contracted out to an outside vendor, the approximate cost is estimated <br /> at $36,000. However, our Public Works Department is capable of doing the work for <br /> significantly less. There will be very little equipment costs associated with this project, primarily <br /> labor time. Staff has included within the grant that this be provided by the City of Arden Hills as <br /> an in-kind donation. Other in-kind donations and local funds included within the grant are: <br /> 1. Ramsey County Parks and Recreation has agreed to provide a crosswalk signal at the <br /> Crosswalk on County Road E2 that meets up with the trail coming from Venus <br /> Avenue. The cost estimate for this signal is estimated at $15,000. <br /> 2. Ramsey County Public Works has agreed to paint all seven crosswalks proposed <br /> within the project. The cost estimate for this is $1,800. <br /> i <br /> RECOMMENDATION <br /> Staff recommends a motion to adopt Resolution 07-69: Supporting the Safe Routes to School <br /> Grant Application for Valentine Hills Elementary School Trail Connections. <br />
