--SVEN HILLS <br /> MEMORANDUM <br /> DATE: October 24, 2007 AGENDA ITEM: 4.11. <br /> TO: Honorable Mayor and City Council <br /> Michelle Wolfe, City Administrator <br /> FROM: Michelle Olson,Parks and Recreation Manager`Czp' <br /> SUBJECT: Resolution 07-69: Safe Routes to School Grant Application <br /> BACKGROUND <br /> At the September 10, 2007 Regular City Council Meeting, staff was authorized to apply for <br /> funding through Mn/DOT's Safe Route to School Program (SRTS) for Valentine Hills <br /> Elementary School Trail Connections. Since that time, staff has been working with Ramsey <br /> County Parks and Recreation to complete this application. The City of Arden Hills is requesting <br /> the maximum grant award of$175,000. Project costs are summarized below: <br /> The project total: Estimated at $259,352.11. <br /> Funding available from Grant: $175,000.00 <br /> Amount Project is over Grant Award: $84,352.11 <br /> Local Funds: $46,552.11. <br /> Includes: $31,552.11 - Engineering Costs that are not reimbursable—Provided from City <br /> of Arden Hills Special Revenue Park Fund and $15,000.00 — Crosswalk Signal provided <br /> by Ramsey County Parks and Recreation <br /> In-Kind Contributions: Up to $37,800 <br /> Includes: $36,000 - Possible relocation of up to 9 fire hydrants ($4,000 per hydrant — <br /> actual number that may need to be relocated will be determined in final design). <br /> $1,800—Crosswalk Painting provided by Ramsey County Public Works. <br /> The SRTS grant is one hundred percent reimbursable with no cash match requirements. While it <br /> states in the application instructions that engineering is a reimbursable expense, this is actually <br /> misleading. If the City were to be awarded funding for this project, engineering fees will not be <br /> eligible for reimbursement until after construction documents and environmental documents <br /> have been prepared. Staff has estimated that 1/3 of the engineering expense will be covered. <br /> The other 2/3 will have to be funded from the City.
