The publicity and promotionprogram may include public appearances, provision of <br />information for local environmental groups, or attendance at public events sponsored by <br />the City. Respondents shall describe their experience in these activities and whether there <br />would be a cost associated with the service. <br />In addition, respondents are encouraged to specify other public education tools that they <br />are willing to provide (e.g., recycling education materials targeted for a specific <br />neighborhood, targeting a specific material type, etc.). <br />As part of theproposal, respondents shall provide examples of public education <br />materials they have developed for other municipalities. <br />City Shall Approve Contractor’sPublicEducationLiterature <br />5.5 <br />The Contractor shall conduct its own promotions and public education to increase <br />participation (see also Sections 6.08 and 6.09). The Contractor shall submit a draft of any <br />public education literature for approval by the City, at least one month before printing and <br />release of any such literature. <br />Annual Work Plan <br />5.6 <br />An annualwork planwill be included in the final recycling collection contract.The work <br />plan shall include initiatives to improve the City’s recycling program. These initiatives <br />may include (but are not limited to) expansion of materials collected, voluntary expansion <br />to businesses, effective education of residents -with measurement, community <br />involvement, outreach to low participating communities, and outreach using electronic <br />communicationsincluding e-mail reminders and apps. <br />6.MATERIALS PROCESSING AND MARKETING <br />Processing Facilities Must Be Specified <br />6.1 <br />It is intended that all recyclables collected willgo to recycling markets to be manufactured <br />into recycled content goods. Preferably those markets will be in the Upper Midwest. <br />The Cityshall be assuredthat adequate recyclable material processing capacity will be <br />provided for City material collected. Contractor shall assure that all recyclables collected <br />in the City are not landfilled or incinerated except for process residuals with written <br />authorization from the City and the Minnesota Pollution Control Agency. <br />Theproposals must clearly specify the location(s) of its materials recovery facility <br />(MRF), or subcontractor’s facility, where material collected from the City will be <br />delivered and / or processed. <br />The Contractor shall provide written notice to the City at <br />least 60 days in advance of any substantial change in these or subsequent plans for <br />receiving and processing recyclables collected from the City. <br />Respondents shall arrange a tour of the designated MRF for the RFP review committee. <br />The tour shall occur before November10, 2014. <br />City of Arden Hills, Recycling RFP <br />October 2014 <br />Page 15 <br />
