i RAMSEY ItTCAAP Site Redevelopment <br /> y COUNTY ARZI xI ILLS //A" Infrastructure <br /> Preliminary Water System Design <br /> • After calibration is completed, the system of PVC water mains throughout the TCAAP <br /> development area will be added onto the water model and a northerly extension of the existing <br /> system <br /> • The water model will be used to help answer these questions: <br /> o What size water mains are required? <br /> o Can the peak day demand be delivered through the existing Arden Hills system? <br /> o Is an additional water tower needed? What location, size, and height? <br /> o Does the existing pressure boosting station need to be upsized, and/or should a second <br /> pressure boosting station be added at a different location? <br /> o Collectively,the above questions feed into the key design parameters of providing <br /> reliable system pressures and minimum required fire flows. <br /> o In addition, can the State facilities to the north of the thumb be served from Arden Hills? <br /> (These facilities are currently served by the City of Mounds View.) <br /> • After the above questions are answered and the recommended infrastructure is finalized, these <br /> additional preliminary design tasks will be completed: <br /> o Prepare a detailed cost estimate of the water system infrastructure including water <br /> main throughout the TCAAP development, any looping/interconnections, any upsized <br /> and/or added booster stations, and any water tower. <br /> o Prepare a MN Statutes Chapter 429 Feasibility Report <br /> o Prepare a maintenance needs spreadsheet (man-hours and equipment) <br /> o Evaluate if special construction and/or maintenance issues exist in any TCAAP areas due <br /> to the presence of groundwater contamination and if so, provide recommendations and <br /> estimated additional construction/maintenance costs. <br /> • Special considerations for providing early water service to the "thumb" development: <br /> Option 1: Mounds View provides water to the "thumb". It is not clear if this option <br /> would provide enough fire flow for the TCAAP "thumb" development. A second <br /> connection to the Mounds View system under 1-35W would be likely. <br /> Option 2: Arden Hills builds the water system for the TCAAP"thumb" and takes over <br /> providing water for the MnDOT properties. The Arden Hills system would connect to <br /> the existing 10-inch DIP Mounds View water main to provide an emergency connection. <br /> Option 3: Mounds View would provide temporary water supply to the TCAAP "thumb". <br /> When Arden Hills builds the TCAAP system it would take over the temporary system and <br /> also take over providing water for the MnDOT properties. Again, it is unlikely this <br /> temporary system could provide adequate fire flow for the TCAAP "thumb" <br /> development under the temporary condition, but the Arden Hills system would be <br /> designed for adequate fire flow at the point of take over. <br /> Sanitary Sewer System Design <br /> The sanitary sewer system design has two major tasks-determining design flows and capacity and <br /> designing a sanitary sewer system for the design development scenario.
