AGENDA ITEM–1B <br />MEMORANDUM <br />DATE: <br />August 11, 2014 <br />TO: <br />Honorable Mayor and City Council Members <br />Patrick Klaers, City Administrator <br />FROM: <br />Ryan Streff, City Planner <br />SUBJECT: <br />Request for Proposals (RFP)–Recycling Services <br />Action Requested <br />Review and provide feedback to staff on the attached draft RFP for Residential Recycling <br />Services. <br />Background <br />The Cityof Arden Hills has contracted for curbside recycling service since 1992 for single <br />family, duplex, triplex and fourplex residential dwelling units.In July of 2014, the City’s <br />contractor (Eureka Recycling) began single stream recyclingfollowing an approved addendum <br />to their contract with the City. The collection of recyclables currently occurs weekly, on <br />Tuesdays for properties south of I-694 and on Wednesdays for properties north of I-694. The <br />current contractwith Eureka Recyclingterminateson March1, 2015; the new contract is <br />scheduled tobegin on March 2, 2015. <br />Proposed RFP <br />The goals withinthe new contract are to cost-effectively maximize the recovery of recyclables <br />from all residents in the City, to market materials so they achieve their highest and best use, to <br />provide excellent customer service and to encourage innovation in service delivery for Arden <br />Hills residents. Additional contract improvements will include expanded reporting of customer <br />service reports and recycling tonnages, limits on cost increases to better predict future rates, and <br />certainty that recyclables collected in Arden Hills are marketed for future use.
