ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—AUGUST 11, 2014 2 <br /> Sanitary Sewer <br /> • TCAAP, when operating, was served though a trunk line (built in 1994) that flows <br /> westerly under 1-35W just south of CR H and ties into the Mounds View sewer system <br /> near the NE corner of CR 10/CR H. From there it flows westerly in the Mounds View <br /> system to a MCES lift station. <br /> • There is a three party agreement (Arden Hills, Mounds View and US Army) that allows <br /> this flow. That agreement will need to be redone between Arden Hills and Mounds View <br /> to deal with service for the redevelopment of TCAAP. Staff is working with the City <br /> Attorney, Mounds View and Ramsey County to coordinate the logistics of accomplishing <br /> this new agreement and taking over ownership of the existing infrastructure. <br /> Tom Lincoln, Kimley Horn, introduced himself to the Council and presented the preliminary <br /> sanitary sewer system for the TCAAP site. He reported that the model and design for utilities <br /> included a maximum of 1,700 homes. He explained that he would be speaking with the City of <br /> Roseville regarding the water that would be supplied to the site. He noted that the expense of the <br /> sanitary sewer and water systems on TCAAP would be the City's responsibility and would <br /> typically be funded by the new development. <br /> Councilmember Holden asked if the proposed model would address the utility needs north of the <br /> Thumb (MnDOT Training Facility and Truck Station) and asked why the City of Arden Hills <br /> would not want to supply water to all areas north of the Thumb. <br /> Mr. Lincoln commented that it would be feasible to run utilities in the areas north of the Thumb <br /> where the Minnesota Driver's License Exam Center and the Fleet Surplus building are located, <br /> but that it would not be cost-effective to supply water to the areas north of that such as the <br /> MnDOT Training Facility and Truck Station. <br /> Further discussion ensued regarding the current utilities located on the thumb and the MnDOT <br /> facility. <br /> Councilmember Holden asked if there would be any issues getting additional water from the <br /> City of Roseville. <br /> Public Works Director Maurer stated that this should not be a concern. <br /> Councilmember Holden inquired who would be responsible for maintaining the existing sewer <br /> lines leaving TCAAP over to the MCES Lift Station. <br /> Public Works Director Maurer indicated that the maintenance of any of the lines in the Mounds <br /> View system would be the responsibility of the City of Mounds View. The existing sanitary <br /> sewer pipes leaving TCAAP, flowing to the Mounds View system, were the responsibility of the <br /> Army but Arden Hills will be taking over that maintenance responsibility. <br /> Mayor Grant asked who would be responsible for I&I. <br />
