<br />City of Arden Hills, Recycling RFP <br />October 2014 <br />Page 2 <br />The City has articulated core values to bring its vision into the future, including: <br />♦ Strong neighborhoods and businesses. <br />♦ Fiscal responsibility. <br />♦ Environmental awareness and stewardship. <br />♦ Effective, timely, and inclusive communication. <br /> <br />This request for proposal (RFP) document defines the RFP process and proposal requirements. <br />Attached, and incorporated by reference into this RFP, is the draft Contract for the <br />Comprehensive Recycling Services for the City of Arden Hills (Attachment A). <br /> <br />For the purpose of this RFP, the City of Arden Hills has identified approximately 2,500 <br />households in Residential Dwelling Units, defined as single-unit households, duplexes, triplexes, <br />four-plexes and townhomes. These units will be serviced as Residential Dwelling Units (RDUs) <br />under the Contract. Proposers are highly encouraged to evaluate the households and potential <br />routing. The TCAAP Redevelopment has the potential to add 1,500 to 1,800 new RDU’s over <br />the 10 to 15-year course of the development. <br /> <br />The City has identified approximately 709 Multi-Unit Dwellings (MUDs), defined as buildings <br />with more than four units or mobile home parks which will be allowed to opt-in to the City <br />recycling service contract. The City’s existing business and industrial properties may opt in to <br />the contract services, and the TCAAP development, expected to begin in 2016, will include <br />additional commercial and retail opportunities. <br /> <br />2. CONTRACTOR SELECTION PROCESS AND SCHEDULE <br />To the best of its ability, the City will use the following process and schedule for decision- <br />making: <br /> <br />Event Date/Time <br />RFP Issued September 10, 2014 <br />Questions Regarding RFP to be Submitted and <br /> Deadline for Respondents’ Notices of Intent to Propose September 29, 2014 <br />Pre-proposal Meeting September 30 at 1:00 p.m. <br />Answers to Questions Issued October 8 by 4:00 p.m. <br />Proposals Due October 17 at 3:00 p.m. <br />Interviews of Finalists (tentative) Week of October 27 <br />Council Meeting to Authorize Contract Negotiations November 10, 2014 <br /> <br />These dates are subject to change as the City deems necessary. <br />2.1 All contact by prospective respondents and their agents about the City’s RFP and <br />procurement decision-making must only be made with the City’s designated contact
