<br />City of Arden Hills, Recycling RFP <br />October 2014 <br />Page 16 <br /> <br />6.2 Estimating Materials Composition as Collected <br />At least one materials composition analysis of the City’s recyclables will be conducted <br />each year to estimate the relative amount by weight of each recyclable commodity by <br />grade. The results of this analysis shall include: <br />1. Percent by weight of each recyclable commodity by grade as collected from the <br />City; <br />2. Relative change compared to the previous year’s composition; and <br />3. A description of the methodology used to calculate the composition, including <br />number of samples, dates weighed, and City route(s) used for sampling. <br /> <br />A City representative will be notified of the date of the analysis no later than two weeks in <br />advance, and invited to participate in the analysis. The analysis will be conducted no later <br />than December 1 of each year and a copy of the analysis will be provided to the City with <br />the Annual Report, due January 15 of each year. <br /> <br />6.3 End Market Certification <br />Written certification will be provided to the City that all recyclable commodities identified <br />are indeed recycled and not disposed. All end markets manufacturers or processors shall <br />be identified for each of the recyclable commodities. <br /> <br />7. PAYMENT AND DAMAGES <br />7.1 Term of Contract <br />The term of the new recycling contract will be either a period March 1, 2015 through <br />March 31, 2018 (3 year) or a period from March 1, 2015 through March 31, 2020 (5 <br />year). Contractor must submit pricing proposals for all scenarios. The City may, at its <br />sole option, consider extensions to the contract. <br /> <br />7.2 Revenue Sharing <br />All proposals shall state explicitly if the Contractor elects to participate in revenue sharing <br />with the City. <br /> <br />Respondents are encouraged to present a competitive Revenue Share arrangement that <br />provides incentive for the City and the Contractor to increase recycling and development <br />of end markets. Respondents must state on the price worksheet the processing fee and <br />what percent the net value will be used to calculate the City’s revenue share. <br /> <br />8. INSURANCE AND OTHER LEGAL REQUIREMENTS <br />8.1 Insurance <br />A Certificate of Insurance will be required as proof of general liability coverage for bodily <br />injury or death in the amount of $2.0 million for bodily injury or death and $500,000 for <br />damages to property. <br />
