<br />City of Arden Hills <br />Planning Commission Meeting for May 7, 2014 <br />P:\Planning\Planning Cases\2014\PC 14-015 - Boston Scientific - PUD Amendment - Building Addition\Memos and <br />Reports_14-015 <br />Page 7 of 9 <br /> <br />One makeup air unit sized to serve the new square footage will be installed on the roof of <br />Building 10. This unit will be smaller in size than other existing roof equipment and will <br />therefore not contribute to maximum noise levels. The nearest property line from the addition is <br />approximately 260 feet away, with the closest neighbor being the Xcel Energy substation. The <br />closest residential property is the Arden Village multi-family development on County Road F <br />and is approximately 900 feet away. <br /> <br />The Zoning Code does not include specific regulations regarding acceptable levels of noise. <br />However, all properties in the City must meet the noise rules established by the State of <br />Minnesota. The State sets noise limits by establishing “noise area classifications” based on the <br />land use at the location of the person that hears the noise. The Minnesota Pollution Control <br />Agency has been given statutory authority to enforce the state noise rules. <br /> <br />10. Additional Review <br /> <br />The City Engineer and Building Official have reviewed the application and do not have any <br />additional comments. <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission must make a finding as to whether or not the proposed PUD <br />Amendment and Site Plan Review at 4100 Hamline Avenue North would adversely affect the <br />surrounding neighborhood or the community as a whole based on the aforementioned factors. <br />Staff offers the following eight (8) findings of fact for consideration: <br /> <br />1. A Master PUD was approved for 4100 Hamline Avenue North in Planning Case #02-025. <br />2. The proposed 730 square foot addition to Building 10 was not included in the approved <br />Master Plan and an amendment to the PUD is therefore required. <br />3. The Master PUD requires that a Site Plan Review be applied for prior to the construction <br />of any building or addition. <br />4. The property is located in the I-1: Limited Industrial District. <br />5. The proposal is in conformance with the zoning and design standard requirements for the <br />I-1: Limited Industrial District. <br />6. The applicant has provided a Parking Calculation Plan that shows adequate “Proof of <br />Parking” spaces in the event that additional parking is needed. <br />7. The proposal is not expected to exceed noise limits set by the Minnesota Pollution <br />Control Agency. <br />8. The proposal will not adversely impact the surrounding neighborhood or the City as a <br />whole. <br /> <br />
