City of Arden Hills
Planning Commission Meeting for May 7, 2014
P:\Planning\Planning Cases\2014\PC 14-015 - Boston Scientific - PUD Amendment - Building Addition\Memos and
Reports_14-015

5. Parking – Meets requirement with Proof of Parking Plan

Based on the proposed use of the addition (Other Business and Industry), one parking space for
each 1,000 square feet of floor area is required. In this case, one additional parking space would
need to be provided. The addition is not expected to increase demand for parking on the campus
and no new parking spaces are being proposed with the application. The property currently has a
parking deficit of 702 spaces based on Zoning Code requirements. With the proposed addition,
this number would increase to 703 spaces.

Boston Scientific has acknowledged that existing parking on the property satisfies the current
parking demand on the campus. They have proposed that the net deficit of parking spaces be
accommodated by “Proof of Parking.” The applicant has provided a Parking Calculation Plan
(Attachment C) that shows 767 “Proof of Parking” spaces that could be built in the event that
additional parking was needed.

6. Traffic, Access, and Circulation – Meets requirement

The proposed addition will not have an impact on internal campus circulation or traffic
conditions in the surrounding area. Since the total amount of building space proposed in Phase 1
has not been reached, the current proposal does not warrant a traffic study. A study to determine
if any road improvements are needed will be required before the campus exceeds the proposed
419,500 square feet in Phase 1.

7. Lighting – Meets requirement

There are no proposed changes to the lighting on Building 10 that would impact neighboring
properties.

8. Grading and Utilities – Meets requirement

The proposed construction would not include any grading or utilities work. The City Engineer
has reviewed the proposal and has determined that a Grading and Erosion Control permit will not
be required. The Rice Creek Watershed District has also reviewed the project and determined
that a RCWD permit will not be necessary because the building addition would disturb an area of
less than 10,000 square feet.

9. Screening and Noise – Meets Requirements

The Zoning Code requires screening to be provided where any business or industrial use is
adjacent to a residential zoning district. The existing stand of mature coniferous and deciduous
trees between Building 10 and County Road F line satisfies this requirement. This landscape
buffer area measures approximately 400 feet in width.
