ARDEN HILLS CITY COUNCIL – AUGUST 11, 2014 5 <br /> <br />Councilmember McClung expressed concern with how some developers may feel disadvantaged <br />by not being included in the panel. <br /> <br />Ms. Kvilvang reported that typically after seeking input from developers in a panel setting, cities <br />complete an RFP process that would be open to all developers. <br /> <br />Mayor Grant anticipated that the County would be interested in selling the TCAAP property to <br />the highest bidder and it would not matter who participated in the developer’s panel. <br /> <br />Councilmember Holden stated that the JDA recommended that the City pursue the developer’s <br />panel. She explained that the City could do what it wished with the information gathered from the <br />developers. She clarified that this would be a City-designed team and the County would not be a <br />member of the panel. <br /> <br />Ms. Kvilvang agreed that the County would not be involved in the development of the design <br />standards for the site. <br /> <br />Mayor Grant commented that the City has hired Maxfield in the past to complete market <br />research for the TCAAP property. He saw the benefit of gathering information from local <br />developers as they had expertise in the development demands in the metro area. He agreed with <br />Councilmember Holden that the Council could use the information gathered as it saw fit. <br /> <br />Ms. Kvilvang reviewed the desired list of developers that would be asked to participate on the <br />panel with the Council. <br /> <br />Councilmember Holden questioned how the Council should proceed with this item. <br /> <br />Community Development Director Hutmacher recommended that the Council make a motion <br />to appoint a TCAAP Developer Advisory Panel as listed in the staff memo with the understanding <br />that this process will be led by City staff working with the City Council to draft the design <br />standards, regulations and policies. <br /> <br />MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to <br />appoint a TCAAP Developer Advisory Panel as listed in the staff memo with <br />the understanding that this process will be led by City staff working with the <br />City Council to draft the design standards, regulations and policies . The <br />motion carried (4-0). <br /> <br />9. UNFINISHED BUSINESS <br /> <br />None. <br /> <br />10. COUNCIL COMMENTS <br /> <br />Councilmember McClung reported that he would miss the September 8th Council meeting. <br />
