Plan Evaluation <br /> <br />1. R-4 District Zoning Regulations Review – Chapter 13 <br /> <br />Section 1320 – District Provisions <br /> <br />A. Lot Size, Building Coverage and Landscaping <br /> <br />The property is a conforming lot with a total area of 963,215 square feet. No more than 25 <br />percent of a property in this district may be covered by structures. Between the Lakeview <br />Building and the McKnight Care Center, the current structure coverage is 110,985 square feet or <br />11.5 percent. The proposed Brownstone Buildings would have a combined footprint of 38,083 <br />square feet bringing the total structure coverage to 149,068, or 15.5 percent. As originally <br />approved in the Master PUD, the Brownstone Buildings were to be a combined 31,706 square <br />feet. This larger footprint is largely due to the new link that will connect the two separate <br />buildings and the additional four dwelling units that have been proposed. <br /> <br />The minimum landscape lot coverage is 65 percent. The proposed reconfiguration of Phase II <br />would not significantly decrease the landscape coverage on the property from what was <br />approved in the Master PUD. With the addition of the Brownstone Buildings and associated <br />parking areas the total area in landscaping would be 682,381 square feet, or 70.8 percent. This <br />includes storm water ponding areas and decorative walkways. The previously proposed <br />landscaping area was 695,789 square feet. <br /> <br /> <br />B. Building Height and Density <br /> <br />The maximum height of the Brownstone Buildings would be 29 feet – 7 inches as measured from <br />the average grade to the midpoint of the highest roof. Building height is restricted to a maximum <br />of 35 feet in the R-4 District. <br /> <br />The maximum residential density in the R-4 District is 12 units per acre. As discussed <br />previously, the City Council approved 410 units for a net density of 18.2 units per acre in <br />Planning Case 10-012.
