a “multi-family dwelling” use and that the PUD Amendment should be evaluated in light of the <br />current provisions found in Section 1325.045. <br /> <br />The apartments in the Brownstone Buildings would be comprised of one-bedroom and two- <br />bedroom units. Presbyterian Homes has provided information on the size of each of these units <br />and all meet the minimum unit size standards. The development would also provide a sufficient <br />number of enclosed parking stalls and amount of indoor and outdoor common areas for <br />recreation and leisure activities. While enclosed bicycle parking is required to be provided at a <br />rate of 0.5 spaces for every dwelling unit, no bicycle parking has been proposed. Given that the <br />housing will be for senior residents, staff believes it is reasonable for this provision to be waived. <br /> <br /> <br />2. Lighting <br /> <br />The Ramsey County Sheriff’s Department reviewed the submitted lighting plan, which is a <br />requirement for multi-family housing developments. The Public Safety Services Division raised <br />concerns about the arrangement and type of light fixtures used and recommended changes to <br />address safety and visibility on the site. Presbyterian Homes has since updated the lighting plan <br />based on this feedback (Attachment F). The Planning Commission has recommended as a <br />condition of approval that the lighting plan receive final approval from the City and the Ramsey <br />County Sheriff’s Department prior to the issuance of any building permits. <br /> <br /> <br />3. Traffic Review <br /> <br />The original Master PUD in Planning Case 10-012 was reviewed by the engineers from the cities <br />of Roseville and Arden Hills, as well as the Ramsey County Traffic Engineer. No concerns <br />regarding the project’s impact on traffic in the area were raised at that time. Presbyterian Homes <br />provided existing and anticipated traffic counts with their application so that staff could better <br />evaluate the trips generated by the site. <br /> <br />The proposed additional four independent senior apartments in the Brownstone Buildings are not <br />expected to substantially alter the traffic counts provided in 2010. While the additional <br />independent senior units will likely generate more day-time trips throughout the day by retired <br />residents, the elimination of the four hospice care units will reduce the number of peak am and <br />pm trips generated by employees of the facility. The number of residents in the Brownstone <br />Buildings relying on the County Road D driveway to access the site is expected to be <br />approximately 30.
