Page 1 of 2 <br /> <br />DATE: October 27, 2014 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Terry Maurer, Public Works Director <br /> <br />SUBJECT: Mounds View High School Trail <br />Accept Proposal from Kimley Horn for Design Services <br /> <br />Requested Action <br /> <br />Authorize the hiring of Kimley Horn and Associates for design services on the Mounds View <br />High School Trail for a cost not to exceed $47,800. <br /> <br />Background/Discussion <br /> <br />The City has had an item in the Capital Improvement Plan (CIP) for a trail from the Lake <br />Valentine Road Bridge over 35W to the Mounds View High School (MVHS). The CIP item has <br />been “floating” waiting for the School District and Ramsey County Parks to consider <br />participation in the project as it is crossing Parks property to get to MVHS. However, MnDOT <br />will be replacing the Lake Valentine Road Bridge over 35W in 2015. The new bridge will have <br />a 10 foot wide pedestrian facility on the south side. New Brighton will be constructing <br />pedestrian facilities up to the bridge on the west side. Now would be the time for Arden Hills to <br />consider constructing the trail from the bridge to MVHS for two reasons. <br /> <br />First, without this trail construction, the Arden Hills side of the bridge would be the only location <br />without a safe pedestrian facility. The topography in the area just east of the bridge falls away at <br />a significant grade to a wetland complex so the only place currently for a pedestrian is on the <br />narrow shoulder. Secondly, there is a onetime opportunity to coordinate the trail construction <br />with the MnDOT bridge project. Lake Valentine Road on the west side of the bridge is a rural <br />section meaning there is no curb and gutter and only a narrow shoulder adjacent to the travel <br />lane. MnDOT will be rebuilding approximately 500 feet of Lake Valentine Road due to a slight <br />change in the bridge alignment and a small increase in the bridge height. Because of the steep <br />slope off the south side of Lake Valentine Road, there is no opportunity to have a trail separated <br />from the road; therefore, this section of road needs to be an urban section (have barrier concrete <br />curb and gutter on the south side) so the new trail can be pushed adjacent to the curb and gutter <br />thus minimizing the need for a retaining wall to create a level area for the trail to be constructed. <br />NEW BUSINESS – 8B <br /> <br /> <br />MEMORANDUM <br />
