Page 2 of 2 <br /> <br />Staff has met with MnDOT and they are willing to include concrete curb and gutter on the south <br />side of the section of Lake Valentine Road they need to reconstruct with their bridge project. <br />This will reduce the City’s cost to construct the new trail. <br /> <br />Additionally, New Brighton is planning to reconstruct 10th Street (their street name on the west <br />side of the bridge) to Old Highway 8 and some neighborhood streets adjacent to 10th Street. <br />New Brighton has agreed to allow Arden Hills to include the trail construction in their project to <br />take advantage of the economy of scale of a much larger project. (The trail construction cannot <br />be added to the MnDOT project due to the funding that MnDOT is using for the bridge.) <br /> <br />Staff has also had a recent meeting with John Ward of the Mounds View Public Schools <br />regarding the potential of constructing this trail segment in 2015. Mr. Ward agreed that the trail <br />segment was important for safe pedestrian movement and indicated he would talk with the <br />School Board at a work session in the fall about participating in the cost. (At the time of this <br />memo staff has not heard back if the discussion is scheduled.) In talking with Mr. Ward, staff <br />also indicated that an assessment to the School District for the trail was also a possibility. <br /> <br />At a recent work session Council directed staff to get a proposal from Kimley Horn for design <br />services for the trail segment (Kimley Horn is working with New Brighton on their previously <br />mentioned improvements). Attached is the proposal from Kimley Horn for design services <br />including coordination with MnDOT’s project, all necessary coordination with Rice Creek <br />Watershed District and review and approval of the plans by MnDOT Office of State Aid as that <br />may be the funding source. Staff has assumed that the trail improvement would be combined <br />with New Brighton’s project for bidding purposes, so that is what the Kimley Horn proposal <br />reflects. The total cost not-to-exceed is $47,800. <br /> <br />Staff would recommend accepting the proposal from Kimley Horn for design and coordination <br />services for the Mounds View High School trail. <br /> <br />Attachments <br /> <br />1.
