Rice Creek Watershed District Coordination Kimley-Horn will meet with the Rice Creek Watershed District to review the proposed improvements and understand the stormwater management requirements for the project. After preparation of the final construction plans, we will meet with the watershed district a second time to review the plans in advance of the permit submittal to attempt to streamline the permit process. We will prepare the permit application package for the watershed district and coordinate the submittal and review process. B. Stormwater Management Design Following the initial meeting with the watershed, we will work with City staff to identify potential stormwater treatment locations that may be necessary for the project improvements. We have assumed that stormwater treatment will be required for the construction of the trail along Lake Valentine Road. We have assumed the majority of roadway improvements will fall under the rehabilitation category and the proposed trail will maintain a 5-foot vegetated buffer where a retaining wall is not required. We will prepare a grading plan and construction details for one (1) above ground stormwater BMP (i.e. rain garden) to be constructed as part of the project. We have assumed this will be able to be constructed within existing City or MnDOT right-of-way. If more treatment is required or if a regional approach to the stormwater treatment is adopted, we would complete that work as an additional service. Schedule We will provide our services as expeditiously as practicable with the goal of meeting the following schedule: Begin Work October 6, 2014 Final Plans and Technical Specifications Complete February 2015 Council Approves Plans and Specifications and Authorizes Ad for Bids March 2015 Bid Opening April/May 2015 Start Construction June 2015 We will coordinate the project schedule with the City of New Brighton. Fee and Expenses KHA will perform the services detailed above on a labor fee plus expense basis. The following is a summary of the estimated costs to complete the scope of services.
