ARDEN HILLSSPECIAL CITYCOUNCIL WORKSESSION – JULY14, 2014 5 <br />MayorGrant wanted toseesomedegree ofmanicureinsomeplaces, aswasseeninCentralPark <br />inRoseville. Hebelieved thatthiswouldenhance thevalue oftheproperty, whichwasinthejoint <br />interest ofboththeCountyandtheCity. <br />Public WorksDirector Maurer discussed thedifferent edgesavailable forstormwater ponds. <br />Councilmember Holmes anticipated thattheCitywashopingthattheCountywould contribute to <br />thestormwater ponding andmanicured edges asthis would greatlyenhancethesite andproperty <br />values. Sheexpressedfrustrationwith thelackofcommunicationbetween the CityandCounty <br />regarding thismatter. <br />MayorGrant agreed withthiscommentstatingthatageneral concept forthe stormwater ponds <br />wouldgreatlyassist Kimley-Hornindesigning thesite. <br />Ms. Engum believed thatsheand PublicWorksDirector Maurerwereonthesamepage. She <br />understood thattheCountyhadresponsibilities asthelandowner. <br />Public WorksDirectorMaurer discussed thebenefitsofaddressingthestormwatermanagement <br />fromaregional perspective. Henoted thattheregionalmanagement wouldenhancethevalueof <br />thepropertyandwouldreducethe numberof pondsonthe site andwouldtherefore reduce the <br />long-termmaintenanceexpenses. <br />Councilmember Holmes askedwhowouldbefinanciallyresponsible forthewatertreatment, <br />trails, benchesandedgesofthestormwater ponds. <br />PublicWorksDirector Maurer understoodthatthiswould beajointresponsibility. Heindicated <br />thatfurtherdiscussions wouldhavetobeheldbetweentheCityandtheCounty. <br />CouncilmemberHolden clarifiedthattheregional ponds would neverbeownedbytheprivate <br />landowners, butratherwouldbemaintained bytheCitygoing forward. <br />Public WorksDirectorMaurer stated thatthiswasthecaseandthatthepondswouldbecome a <br />partofthepublicinfrastructure. <br />Mr. Horn indicatedthathis goalthroughtheinfrastructurestudy wastocreatespace to <br />accommodatethestormwater fromthe entiresitein thegreenspinearea. Optionswouldbe <br />evaluated, along withthecost andthisinformationwould bepresentedtothe Council inOctober. <br />Itwashishope thattheareas wouldbenefitandenhance thesiteforboththeCityandtheCounty. <br />Mayor Grant discussedthepercentageof landthat wassetaside fortreatingthestormwater in <br />additiontothecurrent wetlands. He questioned ifKimley-Hornneeded tohaveabetter <br />understanding ofthe proposed densityforthesitebeforetheinfrastructure studycouldbe <br />completed. <br />Mr. Horn describedthe processhewould usewhen evaluating theinfrastructure forthegreen <br />spinebased on theapprovedMaster Plan. Heappreciated thevision anddirection provided bythe <br />Council thisevening.
