ARDEN HILLSSPECIAL CITYCOUNCIL WORKSESSION – JULY14, 2014 4 <br />PublicWorksDirectorMaurer indicated thathewas theCity’srepresentativefortheTCAAP <br />infrastructurestudyandcommented thattheCitywaspayingforaportionofthestudy (sanitary <br />sewer, water andstormdrainage). Hereported thattheArmywasresponsibleforgroundwater <br />andthe Countywas responsible forwetlands. He indicatedthattheCitywould beinvolved inthe <br />designofthestormwater system andwouldhavemaintenance responsibilities after thesystem was <br />constructed. <br />Mr. Horn reported thathisgoal wastodesign astormwater systemthatmeetstheneeds ofthe <br />development area. Once therequirements areunderstood andthedesigniscreated, thenext step <br />wouldbetocreate afeasibility report. Thenthe expenseandcostsharing fortheprojectwould <br />need tobefurtherevaluated. <br />Mayor Grant asked ifthesizeofthestormwaterfacility wasdriven bytheamountof impervious <br />surfacethatwouldbecreated bydevelopment. <br />Mr. Horn statedthatexisting andproposed conditions impacted thesizeofastormwater facility <br />along withwhatwasnecessary tobridgethegap. <br />Councilmember Holden discussedthestormwaterditchthatrunsadjacentto thespineroad. She <br />askediftherewasacostdifferencebetweenafull-lengthditchversusponds. <br />Mr. Horn explained thatpondswouldrequire excavation andtheditches wouldrequire pipes. <br />Further discussion ensued regarding ditches versuspondsalong thespineroad. <br />Ms. Engum commented thattheCouncilwouldneedtoconsider ifthepondswouldhavewater <br />standinginthematalltimes, andifthiswater needed tobecirculatedor treatedtomaintain a <br />properlevelofwater quality. <br />CouncilmemberMcClung askedifthemajorityofthestormwater fromtheTCAAP sitewould <br />drainthrough thegreen spinetoRiceCreek. <br />Ms. Kunkel discussed howwatercurrentlyflowedthroughthesite notingthemajority would flow <br />toRiceCreek. <br />MayorGrant recommended thattheCouncildiscuss whatthey wouldliketoseeontheTCAAP <br />site. Henotedthatbasedoncommentsexpressed todate, theCouncil wants water intheponds at <br />alltimes andthat thepondsbe freeof algaeor stagnant water. Hefeltthatthestormwater <br />treatment pondswouldbeconsideredanamenity. <br />Councilmember McClung statedthathisidealvision wassimilarto thatofCentennialLakes. He <br />understood thattheCitymaynot beabletocreate something tothesameextent, but hoped to <br />havethree orfour larger bodiesofwater thatwere connected through ameanderingbrookthat <br />flowedintotheRiceCreek system. Thiswouldturnthestormwater treatmentsystem intoan <br />amenityrather thana system ofditches. Hewanted thisdevelopmentto bedifferentiatedfrom <br />othersites.
