ARDEN HILLSSPECIAL CITYCOUNCIL WORKSESSION – JULY14, 2014 3 <br />FireChief Boehlke indicatedthattheFireDepartment owned theland. Hecommented that ifthe <br />decisionwas made toclosethestation, thedepartmentwoulddiscuss alternative planswiththe <br />Cityregarding service coverage. Hebelievedthattheproperty couldbesoldwiththebuildings <br />andanyproceedsofthesalewouldgointotheFireDepartment’sGeneralFund. <br />Councilmember Holmes askediftheFireDepartmentplanned tocloseFireStationNo. 1inthe <br />nearfuture. <br />FireChief Boehlke statedthatitwasnottheplanatthistimetoclose Station No. 1, butitmaybe <br />apossibilityafterthefull-time dutycrewisimplemented. Hedidnotbelieveit wouldbenecessary <br />forthedepartment tostaff fourstationsinthefuture. <br />MayorGrantthankedFire ChiefBoehlke forattending themeeting thisevening. <br />A.TCAAPInfrastructure <br />PublicWorksDirectorMaurer explainedthatJonHornandBethKunkelofKimley-Horn and <br />PamMassaro ofWenck werepresenttodiscusstheInfrastructure Study withtheCouncil. <br />Mayor Grant discussedthestormwater treatment areathat wouldbenecessaryontheTCAAP <br />site. He requested thatthisareanotbedeemedas arecreational facility, butrather arequired <br />watertreatmentarea. He explainedthat theCouncil wanted toseethisspaceturned intoan <br />amenity onthesite. <br />PublicWorks Director Maurer reported thatthestormwater treatment component isafunction <br />ofthe landandiftheCity wantsto dressthisareaup, putin atrail orbenches, the expensesfor <br />these amenities wouldhavetobeassumedbytheCity. <br />BethEngum Ramsey County, clarified thattheregionaltreatment of stormwater onthesite <br />would benefitboththeCityand theCounty. Sheexplained thattheregional approach hassome <br />development andmaintenance advantages as comparedtonumerous smallerstormwater holding <br />ponds. <br />JonHorn Kimley-Horn, reviewedthedrainagesystem indetail withtheCouncilalongwithhow <br />theTCAAP sitewasbeingevaluated. <br />BethKunkel Kimley-Horn, discussed thelocationof thestormwater feature andtheareabeing <br />usedfor thewetlandmitigationarea. Shecommented thatthekeywouldbefortheCitytostrikea <br />balance between thestormwater requirements fromRiceCreek WatershedDistrictandtheDNR. <br />Inaddition, thecurrentwetlandsandimpervious surfaces wouldhave to bereviewed. Through all <br />ofthisanalysis, thegoalsof theCounty would have tobetakenintoconsideration. Sheexplained <br />that thisprocess wouldassiststaff increatingthefinal designfortheTCAAP sitewiththe <br />understanding thatallwater resourceswerebeingaddressed. <br />Councilmember Holden asked if thestormwater andgroundwater wastheCity’s responsibility. <br />Shethenreferred toconversations heldattherecentJDAmeetingregarding stormwater.
