ARDEN HILLS CITY COUNCIL—NOVEMBER 10, 2014 4 B-2 District. He then provided the Council with a history of this project. He explained that last month staff walked County Road E with completed plans and spoke with business owners along the corridor. He reviewed the actions the Council would need to take after the public hearing was closed, which would be to adopt three resolutions that: order the improvement; adopt the assessment roll; and approve the plans and specifications and order the advertisement for bids. Marcus Thomas, Bolton & Menk, explained that he has been in communication with the Council and the public regarding the proposed plans for County Road E in the B-2 District. He provided the Council with a brief presentation on the proposed improvements. He reported a mill and overlay project would be completed, along with restriping, new colored medians and concrete curb replacement. He believed that this street improvement work would improve the overall aesthetics of the corridor. Mr. Thomas provided comment on the enhancements planned for the traffic signals and pedestrian crossings. The location and variety of the 56 trees that would be planted along the corridor was reviewed. He discussed the lighting fixtures that would be installed along the corridor. Mr. Thomas indicated the estimated total project cost was $1.9 million. He reported that the County's share would be $1,415,808.90 and the City's share would be $547,824.66. Of the expense to the City, $188,584.98, or just under 10% of the total project costs were proposed to be assessed. He reviewed how the assessments would be distributed to the 30 properties within the B-2 District. Mr. Thomas discussed the project timeline with the Council noting bid opening would take place in January. The bid would be awarded at the end of January. He anticipated construction would begin in May and would be complete in July. Mayor Grant thanked Mr. Thomas for his presentation and asked for questions or comments from the Council. Councilmember Holmes asked if the City has received any protests to the proposed assessments. Public Works Director Maurer indicated staff has received no assessment appeals to date. Councilmember Holmes questioned why the sidewalk on Pine Tree was being completed at this time. Public Works Director Maurer reported this sidewalk was being completed as it serves a greater area than just Bethel, and would benefit all pedestrians coming from the south along Pine Tree Drive to County Road E. Councilmember Holden inquired if the colored concrete in the medians would stand the test of time.
